<br /> 66 <br /> Regular Meeting August 13, 1984 Page 8 <br /> Mayor Craddock introduced a briefing on method of handling land use <br /> map changes from Frank Robbins, City Planner. Mr. Robbins stated <br /> the Planning and Zoning Commissions would be holding a joint meeting <br /> to consider recommendations to the Council on August 21. The Council <br /> directed this subject be placed on the August 16 Emergency Meeting of <br /> the Council to offer direction to Mr. Robbins to present to the Plan- <br /> ning and Zoning joint meeting. <br /> Mayor Craddock introduced for consideration approval for new personnel <br /> position, staff engineer (for the Wastewater Treatment Plant). Mr. <br /> Guerra moved for approval of the new position and Ms. Kissler seconded <br /> the motion, which passed unanimously. <br /> Mayor Craddock introduced a discussion on the reorganization of the Health <br /> Department pursuant to a change in statute. Mr. Guerra moved this item <br /> be tabled and Mayor Craddock seconded the motion, which passed unani- <br /> mously. <br /> Mayor Craddock introduced a presentation by Missouri Pacific Railroad <br /> regarding the speed of trains through our City. Randy Weiss of Missouri <br /> Pacific Railroad in Palestine, Texas made a presentation to the Council <br /> requesting the City remove the phrase "corporate limits" from the Ordin- <br /> ance regulating the speed of trains through our City. He will be in <br /> contact with the City Attorney in the near future. <br /> Mayor Craddock introduced a presentation by Jerry Klossner regarding <br /> the proposed River Bend Development located at Cheatham Street next to <br /> Glover's Island. Mr. Klossner presented a site plan for the Council'~ <br /> review. He said if the City wants to make a park out of the area, <br /> he wanted the negotiations to begin for the price of the land. He <br /> stated the property is in the floodplain and partially in the flood- <br /> way. He stated F.I.M.A. has advised the City to use the most current <br /> floodway maps. He said if the Council wishes to condemn his property, <br /> to proceed with doing so. Mr. Klossner stated he is in compliance with <br /> F.I.M.A. and has complied with all requirements. He stated on June 11 <br /> he made application to file a building permit, has made application <br /> for a land use change and made application for a floodplain development <br /> permit. <br /> Mr. Guerra moved the Council adjourn into Executive Session pursuant <br /> to Article 6252-17, §2 (e), §2(f) and §2(g), V.A.C.S., to discuss personnel <br /> contemplated litigation, matters where the duty of the City Attorney to <br /> the City pursuant to the Code of Professional Res~sibility of the State <br /> Bar of Texas requires confidentiality, and negotiation of contract, and <br /> Mr. Coddington seconded the motion, which passed unanimously (9:56 p.m.). <br /> Mr. Farr moved the Council convene at 10:44 p.m. and Mr. Coddington <br /> seconded the motion, which passed unanimously (Mr. Guerra not present <br /> to vote on this item). <br /> The meeting adjourned at 10:45 p.m. on motion made by Ms. Kissler and <br /> seconded by Mr. Coddington. ~{~ <br /> Emmie Craddock <br /> Mayor <br />
