Any requirement <br />levied upon.state and local governments by these tyO circulars <br />shall also be applicable to private sponsors receiving Federal <br />assistance under the Airport and Airway Improvement Act of 1982. <br />Specific assurances required to be included in grant agreements by any <br />of the above lays, regulations or circulars are incorporated by <br />reference in the grant agreement. <br /> <br />Responsibility and Authori~ ot the Sponsor. <br /> <br />a. <br /> <br />Public Agency Sponsor: It has legal authority to apply for the <br />grant, and to finance and carry out the proposed project; that a <br />resolution, motion or similar action has been duly adopted or <br />passed as an official act of the applicant's governing body <br />authorizing the filing of the application, including all <br />understandings and assurances contained therein, and directing and <br />authorizing the person identified as the official representative <br />of the applicant to act in connection Yith the application and to <br />provide such additional information as may be required. <br /> <br />b. <br /> <br />Private Sponsor: It has legal authority to apply for the grant <br />and to finance and carry out the proposed project and comply with <br />all terms, conditions, and assurances of this grant agreement.
