Consider adoption on second and final reading of Ordinance 2009-7, amending Article <br />2, Division 2 of Chapter 86, Water Conservation, of the San Marcos City Code; providing <br />for civil penalties, and providing an effective date. <br />12. Consider adoption on second and final reading of Ordinance 2009-8, amending the <br />traffic register maintained under Section 82.067 of the San Marcos City Code by the <br />addition of number, time and use restricted parking along the 200 block of Ridgewood <br />Street, including procedural provisions, and providing for penalties. <br />13. Consider adoption of Resolution 2009-18R, adopting a petition for development <br />agreement submitted by NRP Properties, LLC, for Encino Point, a 19.68 acre, more or less <br />development located at 1800 Post Road; authorizing the City Manager to execute a <br />development agreement; and declaring an effective date. <br />14. Consider adoption of Resolution 2009-19R, approving the terms and conditions of a <br />contract for professional services with Market Street Services, Inc. to prepare a <br />comprehensive economic development plan; authorizing the City Manager to execute the <br />contract on behalf of the Citv and declaring an effective date. <br />15.
