LIFELONG LEARNING PROJECT
AGREEMENT OF COOPERATION
-

between.
SAN MARCOS PUBLIC LIBRARY and the EDUCATIONAL OPPORTUNITY CENTER

The San Marcos Public Library and the SWTSU Educational Opportunity Center are
committed to providing adults with educational materials and services which will enable
them to lead fuller, more productive lives. The two organizations have, therefore,
agreed to cooperate with each other in the development of the Lifelong Learning Project.

The organizations seek continued funding for their project through an LSCA, Title I,
grant. The grant will be administered by the San Marcos Public Library, acting on
behalf of the City of San Marcos. Should the San Marcos Public Library be successful
in obtaining the LSCA, Title I, grant the Educational Opportunity Center agrees to :

1) staff the library with tutors paid with EOC funds for at least twenty
hours per week for forty weeks during FY 1988-89;

2) assist the library in planning and developing a social services fair and
a bi-lingual social services directory for the San Marcos area;

3) provide all statistics and other data necessary to meet grant reporting
requirements; and

4) assist the library in publicizing the services and materials available through
the Lifelong Learning Project.

In turn, the San Marcos Public Library agrees to:

1) administer the LSCA, Title I, grant and file all reports which the grant
requires;

2) supervise the Project Coordinator for the Lifelong Learning Project;

3) provide facilities for EOC and volunteer tutors to use in connection
with the project's adult tutoring program;

4) provide materials, equipment and publicity for the project; and

5) provide EOC funded tutors with free training in ESL, literacy and GEO
tutoring techniques.

This agreement will only go into effect if LSCA, Title I, funding is awarded to the
San Marcos Public Library. The agreement will begin the effective date of funding
and will last one calendar year.

Representatives of both organizations will meet regularly to evaluate the progress
and performance of the Lifelong Learning Project. We believe that our continued
cooperation will result in providing better library and educational services for
the English as a second language population in San Marcos.

Date: 7-l (0 - 66

~~

Fred Guerra, Director
Educational Opportunity Center

Date: -") - I 6 - r r

c~
