<br />LONG TERM <br /> <br />1. <br /> <br />When the City needs surface water, it will be necessary <br /> <br />to enlarge the treatment plant and delivery facilities. <br />These facilities would be financed by the sale of bonds <br /> <br />and/or financial aid provided by any regional, state, or <br /> <br />federal <br /> <br />source <br /> <br />of <br /> <br />funding <br /> <br />( 1 ike the <br /> <br />Edwards Aquifer <br /> <br />District) . <br /> <br />Plant facilities would include: <br /> <br />a. <br /> <br />Surface <br /> <br />water <br /> <br />treatment <br /> <br />plant <br /> <br />upgrade. <br /> <br />Current <br /> <br />cost estimates are $ <br /> <br />MGD. <br /> <br />b. <br /> <br />Storage <br /> <br />facility <br /> <br />at <br /> <br />the <br /> <br />Kohlenberg/IH-35 <br /> <br />intersection. <br /> <br />Current <br /> <br />projected <br /> <br />size <br /> <br />is <br /> <br />million gallons at an estimated cost of $1.00 per <br />gallon. <br /> <br />c. <br /> <br />Transmission main from the Kohlenberg storage tank <br /> <br />north to San Marcos. <br /> <br />Current cost estimates for a <br /> <br />" <br /> <br />line <br /> <br />are <br /> <br />$ <br /> <br />per <br /> <br />foot. <br /> <br />Transmission <br /> <br />mains from the treatment plant to the Kohlenberg <br />storage facility would be the responsibility of New <br /> <br />Braunfels. <br /> <br />d. <br /> <br />Engineering costs associated with the above cited <br /> <br />construction. <br /> <br />2. <br /> <br />Operational costs for treating surface water would be <br /> <br />shared on a prorated basis between the participants. <br /> <br />An <br /> <br />operational agreement will need to be developed to set <br /> <br />out <br /> <br />specific <br /> <br />rights <br /> <br />and <br /> <br />responsibilities <br /> <br />for <br /> <br />"all <br /> <br />parties. <br /> <br />Credi ts will <br /> <br />be <br /> <br />established to offset <br /> <br />any <br /> <br />benefits obtained from the Edwards Underground Aquifer <br /> <br />District or any other agency. <br />
