<br /> 111 <br />Special Meeting May 21, 1984 Page 3 <br />Mayor Craddock introduced a discussion regarding a proposed Letter <br />Agreement with Freese and Nichols for services on the design of a <br />Package Wastewater Treatment Plant. Mayor Craddock directed the <br />word Council being inserted in the last paragraph on Page 2 of the <br />Letter Agreement as follows: We will perform any additional services <br />as requested and authorized in writing by the City Council such as <br />field . . . . Mr. Coddington felt the City should consider in-house <br />rather than an outside firm for a package wastewater treatment plant <br />and reviewed the costs of employees at Freese and Nichols' rates. <br />City Manager Gonzalez stated the Letter Agreement was standard terms <br />and that we needed to coordinate the package plant with the permanent <br />plant. Other consulting firms would not have the expertise Freese <br />and Nichols could provide with familiarity of our project; they would <br />protect the City's interest; and there will be a time factor in getting <br />the package plant in operation within four months, such as getting <br />ready for the bid procedure, going to bids, and involvement with <br />health and water departments. Mr. Moore said he expected the package <br />plant to happen in the four-month period if the City paid out the funds <br />for outside consultants. Mr. Gonzalez said the package plant would <br />provide an alternative option for increased capacity. Mr. Hankins <br />said the Capital Recovery Fee Ordinance would need to be amended <br />and he would rather set up LUEs per acre rather than any other formula <br />presented. The current Ordinance provides for existing capacity and <br />new capacity. The package plant would provide interim capacity. Mr. <br />Gonzalez stated we would need to get some idea from the developers <br />how much interim capacity is needed. Mr. Brown stated it was crucial <br />to anticipate selling the interim capacity. Mayor Craddock with the <br />consensus of Council directed the Staff proceed with speed. An out- <br />line is attached to these Minutes which Mr. Gonzalez presented to the <br />Council on wastewater capacity update and possible policies regarding <br />the remaining capacity. <br />Mayor Craddock introduced a discussion regarding the extension of the <br />Willow Springs Creek Collector Line. A request from Eugene Chavez of <br />Texas Investments Management for the City to extend a 12" sanitary <br />sewer line to San Marcos Business Park (Wonder World at Hunter Road) <br />was discussed. They requested 50 LUEs of existing capacity and want <br />to reserve 30 LUEs of future capacity and have stated a willingness <br />to provide funding up front for the construction of the Willow Springs <br />Creek extension, which would include engineering and survey costs. <br />The Council stated a decision would be made on or before the June <br />11 Council Meeting. <br />Mayor Craddock introduced a discussion regarding an update on the <br />progress on architectural work with the building structures at Rio <br />Vista Park, the Fish Hatchery building and the pump house. Jeff <br />Kester provided the Council with an update and stated he would have <br />an agreement drawn up if the Council directed him to proceed. The <br />Council directed the Parks and Recreation Board review the plans <br />for the Rio Vista Building being used by the Parks and Recreation <br />Department of the City and make their recommendation to the Council. <br />Mayor Craddock introduced a discussion regarding a Management Review <br />of the City Staff. Mayor Craddock with consensus of Council directed <br />a form letter as presented to the Council be prepared and sent to con- <br />sultants for a management review of Staff, seeking qualifications of <br />the consulting firms. <br />Mayor Craddock introduced a discussion regarding a report received by <br />Fire Chief Oscar Carpenter regarding the annual key rate and fire re- <br />cord data published by the State Board of Insurance of Texas.
