134 RESOLUTION 1988-63R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SUPPORTING THE ESTABLISHMENT OF AN ENHANCED 9-1-1 EMERGENCY TELEPHONE NUMBER AND THE IMPLEMENTATION OF THE 9-1-1 FEE AND SURCHARGE, IN SAN MARCOS, TEXAS AND CHOOSING TO PARTICIPATE IN THE 9-1-1 REGIONAL PLAN IN ACCORDANCE WITH ARTICLE l432f OF VERNON'S TEXAS CIVIL STATUTES; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the 9-1-1 Emergency Telephone Number is a dedicated nationwide emergency number for police, fire and ambulance services which provides major lifesaving advantages to citizens and public safety agencies; and, WHEREAS, Article l432f of Vernon's Texas Civil Statutes, as amended, authorizes the establishment of the Advisory Commission on State Emergency Communcations and the implementation of a Enhanced 9-1-1 Emergency Telephone System in Texas; and, WHEREAS, Article l432f through the development of having a population of 120,000 to participate in the plan by and, authorizes the implementation of 9-1-1 regional plans and allows for counties or less and cities within those counties resolution of their governing bodies; WHEREAS, Article l432f State Emergency Communcations the plan, a 9-1-1 service local exchange access line receiving intrastate long percent; and, authorizes the Advisory Commission on to establish in areas participating in fee of not more than 50 cents a month per and a 9-1-1 surcharge on each customer distance service of not more than one-half WHEREAS, 9-1-1 service fees and surcharges will not be collected until the CAPCO plan is approved by the CAPCO Executive Committee, participating governments, and the Advisory Commission on State Emergency Communications; and, WHEREAS, a local government participating in the CAPCO 9-1-1 plan may, by resolution, elect to withdraw from the CAPCO plan prior to approval by the Advisory Commission on State Emergency Communications; now, there fore, BE TEXAS: IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, PART 1. That the City Council of the City of San Marcos supports the establishment of an enhanced 9-1-1 Emergency Telephone Number and the implementation of the 9-1-1 fee and surcharge in San Marcos, Texas, and chooses to participate in the 9-1-1 regional plan in accordance with Article l432f, of the Vernon's Texas Civil Statutes.
