ORDINANCE NO. 2013-58 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS ESTABLISHING A COMPREHENSIVE PLAN <br />OVERSIGHT COMMITTEE; ESTABLISHING THE DUTIES OF THE <br />COMMITTEE; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING AN EFFECTIVE DATE. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />SECTION 1. Chapter 2 of the San Marcos City Code is hereby amended to add Sections <br />2.072 and 2.073, pertaining to the Comprehensive Plan Oversight Committee, and to read as <br />follows: <br />Sec. 2.072. Comprehensive plan oversight committee; established; <br />composition; appointment of members. <br />(a) There is hereby established a comprehensive plan oversight committee. <br />The committee is composed of seven members with each council member having <br />one appointment. All members must be residents of the city or the city's <br />extraterritorial jurisdiction. <br />(b) The members shall serve a term of 3 years. The committee shall <br />nominate and select a chair and vice- chair. <br />Sec. 2.073. Duties; meetings; reports. <br />(a) The committee shall review <br />Comprehensive Plan and determine <br />Comprehensive Plan's objectives. <br />the progress of implementation of the <br />the completeness of achieving the <br />(b) The committee shall, on an annual basis, provide a recommendation on <br />the prioritization of the objectives to be completed by city staff relating to <br />implementation of the Comprehensive Plan. <br />(c) The committee shall provide an annual status report to the Planning and <br />Zoning Commission and to the City Council on the progress made toward <br />implementation of the Comprehensive Plan's objectives. <br />(d) The committee shall schedule and conduct at least two meetings per <br />year. <br />(e) The committee has no responsibility to advise the Planning and Zoning <br />Commission or the City Council regarding specific land use decisions. <br />
