Ms. <br />Robertson stated she supports this committee applying for the grant funds. <br />Mr. Thomaides stated he agrees that the City needs to maintain what they <br />currently have, but he also supports the committee's grant funding request. <br />He stated once this property is sold and developed then it will be too late <br />to consider for a park. He stated this is a request for support for grant <br />funding and the final decision with making a park will come before the <br />Council at a later time. Mr. Jones inquired to whether the proposed park <br />was zoned Commercial or Parkland. Carol Barrett, Planning and Development <br />Director, stated this property is zoned Single Family. She stated if this <br />property needs to be rezoned, it will have to go before the Planning and <br />Zoning Commission and the City Council. Ms. Robertson stated she feels the <br />developer could maintain the corner and a portion could be developed for a <br />park. Ms. Couch stated the grant application is requesting a letter of <br />support, she feels this means if the Council agrees to the support then <br />they agree with the development of the park. She stated she does not <br />support the entire piece of property for a park. Mayor Narvaiz inquired to <br />how Staff determines where parks are located. Mr. Cobb stated this was <br />done through the Parks Master Plan. He stated an inventory of the parks is <br />reviewed and then the areas without parks are reviewed. He stated the <br />direction on where the City is growing and the desired future development <br />is considered. Mr. Thomaides stated he feels this discussion should be <br />tabled until the concerns of the grant are worked out. The Council agreed <br />by consensus not to support the committee with their letter of support for <br />grant application. <br />Mayor Narvaiz introduced a discussion regarding setting two Workshops for <br />the FY 2007 -2008 Budget and direction to Staff. The Council agreed by <br />consensus to hold FY 2007 -2008 Budget Workshops on Thursday, August 9, and <br />Monday, August 13, 2007 at 6:00 p.m. in the Council Chambers. <br />Mayor Narvaiz introduced a discussion regarding an update on the San Marcos <br />Permit Center and direction to Staff. Mr. O'Leary stated Council approved <br />the creation of a Permit Center and then funded a new building, which is <br />currently on site. He stated the City will be hosting an Open House once <br />everything is completed. He provided a powerpoint on the new Permit <br />Center. Mr. Thomaides inquired to the reduction in permit process. Mr. <br />O'Leary stated the reduction in time is due to the one location, set up so <br />everyone who needs to review plans can do so at the same time and the same <br />day. He stated Staff visited other Municipalities who have a similar <br />process and believe this process will benefit us. Mr. Thomaides thanked <br />Staff for bringing this idea forward to help reduce the process time. He <br />also encouraged the Staff to advertise the new process so the users can be <br />well educated. Mr. Jones stated he supports the Permit Center and he <br />thanked the Staff for reducing the permit time. Mayor Narvaiz thanked the <br />
