this end and to expressly assure its accomplishment, the city council shall establish and maintain an ethics review commission, and shall adopt and maintain a code of ethics for officials and employees of the City of San Marcos in ordinance form. The city council shall appoint an ethics review commission composed of seven citizens of the City of San Marcos to serve three-year staggered terms. A chair shall be elected by a majority ofthe commission after the annual appointment of members to the commission. SECTION 3. The ballots for the City election will conform to the requirements of the Texas Election Code, and will have the measures described in Section 2 of this Ordinance stated as propositions as follows: PROPOSITION NO.1 FORI AGAINST The amendment of Section 1.01 of the City Charter to more clearly explain the nature and functions of the Charter. PROPOSITION NO.2 FORI AGAINST The amendment of Section 2.02 of the City Charter to restrict the city's eminent domain authority related to economic development. PROPOSITION NO.3 FORI AGAINST The amendment of Section 3.01 of the City Charter to change the term of office of the mayor from two years to three years. PROPOSITION NO.4 FORI AGAINST The amendment of Section 3.02 of the City Charter to delete the requirement that a council member use the phone number at the council member's residence as his or her home phone number. PROPOSITION NO.5 FORI AGAINST The amendment of Section 3.04 of the City Charter to provide $100 per meeting compensation for council members, for up to three meetings per month. PROPOSITION NO.6 FORI AGAINST The amendment of Section 3.05 of the City Charter to provide that designation of a deputy mayor pro-tern is at the option of the council.
