AFFIDAVIT <br />State of Texas <br />County of Hays <br />On this date Dr. Henry J. Oles and Marion J. Oles, the undersigned <br />authority personally appeared before me, who <br />after being duly sworn, upon oath, states: <br />I Dr. Henry J. Oles , am the President of Environmental Projection <br />Systems, Inc., a corporation organized under the laws of the State <br />of Texas. <br />Under the Articles of Incorporation and bylaws of the corporation, <br />I am authorized to enter into contracts and incur indebtedness on <br />behalf of Environmental Projection Systems, Inc. <br />On or about December 15, 1988, I will enter into and execute a <br />contract with the City of San Marcos, Texas, whereby Environmental <br />Projection Systems, Inc. agrees to expend approximately one <br />million twenty thousand dollars ($1,020,000.00) for the purchase <br />and renovation of a building in the City of San Marcos, Texas. <br />Principals of Organizations (10% or more ownership in the company) <br />Dr. Henry J.
