PART IV ATTACHMENTS LOCAL GOVERNMENT RESOLUTIONS Any application for funding under the Texas Community Development Program must be submitted with a resolution from the local governing body (City Councilor County Commissioners Court) authorizing the submission of that application. This resolution must, at a minimum: 3) 4) 5) 6} 1) Authorize the submission of an application for funding under the Texas Community Development Program. Designate under which competition the application is to be considered (Community Development Fund, Special Impact Fund, or Emergency/Urgent Need Fund). 2) Designate the activities addressed in the application. Designate dollar amount being requested. Designate a person (e.g., Mayor, County Judge, City Manager) who will be authorized to execute documents in conjunction with the application. Convnit to the provision of resources by source and use (i f applicable) in support of the proposed project activities, including the specific source and use of those resources. This commitment must follow guidelines as set forth in Attachment 6, page 40. In a joint application, a cooperation agreement must also be included and signed by all participating local governments, and must state which participant will serve as the lead administrative entity if the project is funded. Additionally, each locality participating in a joint application must submit a resolution as outlined above. 2. PUBLISHED NOTICES OF PUBLIC HEARINGS A copy of the applicant's Citizen Participation Plan (Pages P-24 through P-26) must be included. A copy of each of the actual published notices (full page of the newspaper with publication title and date) or publisher's affidavit for the required public hearings must also be provided. The notices must conform with the requirements of the Citizen Participation Plan including date, time, and place of the hearing, and the topics to be discussed. 38
