APPLICATION FORMS AND INSTRUCTIONS OVERVIEW This package contains the instructions and forms for preparing and submitting an application for assistance through the Community Development Fund, the Special Impact Fund, and the Emergency/Urgent Need Fund of the Texas Community Development Program (TCDP). Prior to submitting an application, the applicant must hold two public hearings. The first must be held before preparing the application; the second, before submitting the application to TDOC. Additional guidance is provided in OTHER PROGRAM REQUIREMENTS in the TCDP procedures contained in this package. Since applications for the funds vary, please use the checklists on the following pages as the guide for determining which forms must be submitted for the different program categories. One signed and completed copy of all applications under the Community Development Fund and the Special Impact Fund should be sent to the appropriate Regional Review Committee by November 10, 1988. Additionally, two signed and completed copies (one original and one copy) of the application (three copies, one original and two copies, for joint applications) must be sent to: Finance Division Texas Community Development Program Texas Department of Commerce 410 East 5th Street Post Office Box 12728, Capitol Station Austin, Texas 78711 All applications under these two funds must be received (not postmarked) at the office of the Finance Division, Texas Community Development Program, ~ 5:00 p.m. on Thursday, October 27, 1988. TDOC cannot consider applications that are either incomplete or received after the deadline. All complete applications will be reviewed by the TCDP, and the applicant will be given 10 calendar days from the date af contact by staff to correct any deficiencies. Applications that are submitted in incomplete form or that do not meet program requirements will be subject to disqualification by the Executive Director of TDOC. Regional Review Committees may request additional information for the consideration of RRC scores. This information will be requested as part of the regional scoring criteria and procedures. Applicants that do not provide information to the RRCs by the application deadline may receive a zero score on factors requiring the additional information. Applications that lack information needed by TDOC to make a determination concerning the eligibility of the activity (e.g., data on low/moderate income benefits) will automatically be disqualified. Applicants who fail to provide information related to ather aspects of the scaring (e.g., minority hiring) will automatically receive a zero scare an that factor. i
