Womack <br />City Attorney Lamar Hankins <br />Director of Public Works George Boeker <br />Director of Environmental Engineering Steve Jenkins <br />Director of Administrative Services Dinah Elwell <br /> <br />Also Present: Betty Stansbury, Olga Garza, Gregg Echols, Lee Head, <br />Charles Chapman and others. <br /> <br />Mayor Craddock called the meeting to order at 6:00 p.m. <br /> <br />Mayor Craddock introduced for consideration approval for authorization <br />to bid package treatment plant(s). Mr. Lee Head spoke to the Council <br />on the package treatment plant(s). He stated that this portion of the <br />contract is for supplying and installing the package plant itself. A <br />separate contract for general construction would follow this contract <br />in approximately three weeks. He said that Sections 1, 11 and 16 <br />were the technical specifications for the package plant equipment itself. <br />Mr. Coddington asked if there was a price guarantee on the third pack- <br />age plant and Mr. Head said there was. All general conditions will be <br />used in all the plants in the future. Mayor Craddock moved for authori- <br />zation to bid package treatment plant(s) and Mr. Coddington seconded the <br />motion which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval for authorization <br />to bid parallel taxiway and taxiway improvements at San Marcos Municipal <br />Airport (in connection with F.A.A. Grant). City Attorney Hankins stated <br />that he had very briefly reviewed the contract but Mary Jane Warner had <br />reviewed the contract extensively. Addendum Number one was separately <br />typed to be attached to the contract. City Attorney Hankins stated that <br />he was not pleased with the tight time frame given to the Legal Dept. for <br />its review with all the errors in it. He suggested that a penalty clause <br />be written into contracts in the future to aviod this type of problem. <br />Ms. Dinah Elwell spoke to the Council on the tight time frame of the con- <br />tract. She said that it was the F.A.A.'s idea of combining two (2) grant <br />years together to save the City money. Mr. Guerra asked Ms. Betty <br />Stansbury what the Section of NBE meant. Ms. Stansbury said that for <br />the City to get the FY 85 grant, the NBE program had to be approved, <br />which it was. Mr. Coddington moved for authorization to bid parallel <br />taxiway and taxiway improvements at San Marcos Municipal Airport (in <br />connection with the F.A.A. grant) and Mayor Craddock seconded the mo- <br />tion which passed unanimously. <br /> <br />The meeting adjourned at 6:40 p.m. on a motion made by Mr. Guerra and <br />seconded by Ms. Kissler. ~ ø~ <br /> <br /> <br />~.
