<br />Department shall not be liable to Contractor for costs incurred or <br />performances rendered for any other activities, including but not limited to: <br /> <br />1. <br /> <br />acquisition of an emergency shelter for the homeless; <br /> <br />2. renting commercial transient accommodations for the homeless (such <br />as hotel or motel rooms); <br /> <br />3. any administrative or staffing costs other than those <br />24 CFR Sec. 575.21(a)(3); <br /> <br />specified <br /> <br />in <br /> <br />4. rehabilitative services, such as preparation <br />specifications, loan processing, or inspections; and <br /> <br />of <br /> <br />work <br /> <br />5. renovating, rehabilitating, or converting buildings owned by <br />primarily religious organizations or entities, as determined by <br />Department. <br /> <br />SECTION 7. <br /> <br />CONTRACTOR'S MATCH <br /> <br />A. Contractor shall be liable to Department for providing an amount of <br />funds equal to the amount of funds provided by Department under this <br />contract for performances hereunder. Such funds must be provided from <br />sources other than under this contract and may include funds provided by any <br />private nonprofit organization to which Contractor has provided funds under <br />this contract. This amount shall be referred to hereinafter as Contractor's <br />match. <br /> <br />B. Amounts may be counted towards Contractor's match only if such amounts <br />are costs or resources of a type specified by budget categories delineated <br />in Exhibit B and only if such amounts are computed in accordance with this <br />subsection. In calculating the amount of Contractor1s match, Contractor may <br />include the value of any donated material or building; the value of any <br />lease on a building; any salary paid to staff of Contractor or of a <br />nonprofit recipient in carrying out the activities required under this <br />contract; and the time and services contributed by volunteers to carry out <br />such activities, determined at the rate of $5 per hour. Contractor shall <br />determine the value of any donated material or building, or any lease, using <br />any method reasonably calculated, as determined by Department, to establish <br />a fair market value. <br /> <br />SECTION 8. <br /> <br />RETENTION AND ACCESSIBILITY OF RECORDS <br /> <br />A. Contractor shall maintain fiscal records and supporting documentation <br />for all expenditures of funds made under this contract in a manner which <br />conforms to OMB Circular No. A-87, the Management Standards, and this <br />contract. Contractor shall comply with the retention and custodial <br />requirements for records as set forth in Attachment C of OMB Circular No. <br />A-102, as supplemented by Section 5.154 of the Management Standards. <br /> <br />Page 4 of 12 <br />
