58 RESOLUTION 1988-127R A RESOLU'f ION OF THE CITY COUNCI L OF THE CITY OF SAN MARCOS DECLARING SAID COUNCIL'S COMMITMENT TO CREATE A MUTUALLY AGREEABLE REGIONAL SURFACE WATER PROJECT AGREEMENT WITH NE\v BRAUNFELS UTILITIES, AUTHORIZING THE MAYOR AND CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH NEW BRAUNFELS UTILITIES FOR SAME, AND DECLARING AN EFFECTIVE TIME. WHEREAS, the Ci ty of San Marcos real i zes the need to develop a proj ect which would prov ide surface water to the Ci ty of San Marcos which would guard against the possibility of an inadequate ground water supply and to conserve the Edwards Aquifer; and, WHEREAS, the City Council of the City of San Marcos is committed to taking immed iate action which would prov ide for the design, construction and del i very of an Edwards Aqui fer al ternat i ve for the City's future water resource; and, WHEREAS, the City Council of the City of San Marcos is committed to negotiating an agreement with New Braunfels Utilities which would serve the City's need for a surface water supply source and its desire to conserve the Edwards Aquifer; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN t1ARCOS, TEXAS: PART 1. The City Council of the City of San Marcos hereby declares its commi tment to create a mutually agreeable reg ional surface water project agreement with New Braunfels utilities; and, PART 2. The Mayor of the City Council of the City of San Marcos, Kathy M. Horr is and the Ci ty Manager of the Ci ty of San Marcos, Larry D. Gilley, are authorized to negotiate said agreement on behalf of the City of San Marcos. PART 3.
