<br />-3- <br /> <br />City. The address of 501 S. L.B.J. Drive, San Marcos, Texas, <br />78666, shall be the absentee clerk's mailing address to which <br />ballot applications and ballots voted by mail may be sent for said <br />School District. All absentee votes and other votes to be <br />processed in accordance with absentee voting procedures pursuant <br />to Chapter 104, Election Code, V.T.C.A., shall be delivered to the <br />Absentee Ballot Board at C.M. Allen Homes Office on River Road in <br />said City in accordance with Title 7, Election Code, V.T.C.A. The <br />Absentee Ballot Board shall consist of Presiding Judge Margie <br />Villalpando and Alternate Judge Mary Ann Till. Absentee votes <br />shall be counted at the central counting station. The Absentee <br />Ballot Board shall perform in accordance \YÌth the provisions of <br />Chapter 87, Election Code, V.T.C.A. <br /> <br />SECTION 12. That an electronic voting system, as the term <br />is defined in Section 121.003, Election Code, V.T.C.A., shall be <br />utilized in connection with said election. Said system shall be <br />utilized for all absentee voting as well as for all precinct <br />voting conducted on election day. Dr. vVilbon Davis is hereby <br />appointed as programmer, and he shall prepare a program for the <br />automatic tabulating equipment. Ample voting equipment shall be <br />provided for absentee voting and in each of the various precincts <br />on election day. The central counting station is established as <br />the Conference Room, San Marcos City Hall, 630 East Hopkins. <br /> <br />SECTION 13. That the City Council of said City shall, by <br />resolution duly adopted, appoint a Presiding Judge of the Central <br />Counting Station, a Tabulation Supervisor of the Central Counting <br />Station, and a Central Counting Station Manager, and any and all <br />assistants appointed by the Tabulation Supervisor shall be subject <br />to the approval of said City Council. <br /> <br />SECTION 14. That said election shall be held under the <br />provisions of and in accordance with the provisions of the Charter <br />and Ordinances of the City of San Marcos, and so far as may be <br />applicable, in accordance with the laws of the State of Texas. <br /> <br />SECTION 15. That a copy of this Ordinance signed by the <br />Mayor of the City, attested by the City Secretary and approved by <br />the City Attorney, shall serve as proper notice of said election. <br /> <br />SECTION 16. That notice of said election including a <br />Spanish translation thereof, shall be published twice in a <br />newspaper published in San Harcos on or after March 5, 1987 and on <br />or before March 25, 1987, shall be posted in each City election <br />precinct in which said election is to be held on or before March <br />14, 1987, and shall be posted on the bulletin board at City Hall <br />on or before Harch 14, 1987. <br /> <br />SECTION 17. That a copy of this Ordinance shall be <br />delivered on or before March 20, 1987 to the presiding judge of <br />each election precinct in which the election is ordered to be <br />held, which copy shall serve as a notice or writ of election as <br />required by Section 4.007 of Chapter 4 of the Election Code, <br />V.T.C.A. <br /> <br />SECTION 18. That testing of the automatic tabulating <br />equipment shall be performed and notice thereof shall be given in <br />accordance with Subchapter D of Chapter 127 of the Election Code, <br />V.T.C.A. <br /> <br />SECTION 19. That the rate of compensation to be paid <br />judges, clerks, and assistants to the Tabulation Supervisor for <br />services rendered during said joint general election by said City <br />
