<br /> <br /> <br />69 <br /> <br />ORDINANCE 1987-13 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 2 OF THE CODE OF <br />ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, BY ADDING <br />AN ARTICLE TO BE NUMBERED X TO SAID CHAPTER PROVIDING <br />FOR THE CREATION OF A CITIZENS STORM DRAINAGE ADVISORY <br />BOARD; PROVIDING FOR THE COMPOSITION AND APPOINTMENT OF <br />THE MEMBERS OF SAID BOARD; ESTABLISHING GOALS AND <br />OBJECTIVES OF SAID BOARD AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />WHEREAS, the City Council of the City of San Marcos, Texas, <br />recognizes the importance and necessity of establishing a Citizens <br />Storm Drainage Advisory Board to aid in identifying existing areas of <br />poor drainage, recommend solutions for drainage problems and to develop <br />a mechanism for anticipating future storm drainage needs; now, <br />therefore, <br /> <br />BE IT ORDAINED BY THE CITY <br />TEXAS: <br /> <br />COUNCI L OF <br /> <br />THE <br /> <br />CITY OF <br /> <br />SAN <br /> <br />MARCOS, <br /> <br />SECTION 1. That Chapter 2 of the Code of Ordinances of the City <br />of San Marcos, Texas, be amended to add an Article to be numbered X and <br />entitled "Citizens Storm Drainage Advisory Board" to read as follows: <br /> <br />1"" <br />çP <br />j'f'\, <br /> <br /> <br />r- <br /> <br />ARTI C LE X <br />CITIZEN'S STORM DRAINAGE ADVISORY BOARD <br /> <br />Sec. 2-142. <br /> <br />There is hereby established a Citizen's Storm Drainage <br />Advisory Board. Said Board shall consist of five (5) citizens <br />of the City of San Marcos, appointed by the City Council <br />to represent distinct geographic areas of said City <br />characterized by similar drainage and watershed boundaries <br />delineated on the Storm Water Management Area Map. A <br />citizen appointed to represent a geographical area must <br />reside in the geographical area he or she is appointed to <br />represent. The City Secretary's Office shall be the repository <br />for the Storm Water Management Area Map. The Mayor and <br />Mayor Pro Tern shall each appoint one (1) at large member <br />to said Board. Said Board members shall serve two (2) <br />year terms to begin simultaneously. Said Board shall be <br />dissolved after the initial two (2) year term has <br />expired unless renewed at the discretion of the City Council. <br /> <br />Sec. 2-143. <br /> <br />The Citizens Storm Drainage Advisory Board shall adopt such <br />rules and regulations as it deems best to govern its actions, <br />subject to the general laws of the State, this Code, Charter of <br />the City of San Marcos, and any other ordinances of the City <br />and other action of the City Council. The Board shall meet once <br />a month. At all meetings the majority of the Board shall <br />constitute a quorum and the concurrence of a majority of those <br />present shall be required for the determination of matters <br />within its jurisdiction. <br /> <br />Sec. 2-144. <br /> <br />Goals and Objectives. <br /> <br />(a) The Citizens Storm Drainage Advisory Board shall serve as <br />an advisory board to City Council and City staff <br />concerning storm drainage needs. <br /> <br />(b) The Citizens <br />charged with <br /> <br />Storm Drainage <br />the following <br /> <br />Advisory Board shall be <br />goals and objectives: <br /> <br />(1) Conduct public hearings to identify <br />drainage. <br /> <br />areas of <br /> <br />problem <br /> <br />(2) Establish priorities for construction projects <br />intended to resolve major drainage problems identified <br />in public hearings conducted by said board. <br /> <br />(3) Identify costs and recommend to the City Council a <br />priority list of drainage improvement projects <br />resulting from the hearings process. <br />
