69 ORDINANCE 1987-13 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, BY ADDING AN ARTICLE TO BE NUMBERED X TO SAID CHAPTER PROVIDING FOR THE CREATION OF A CITIZENS STORM DRAINAGE ADVISORY BOARD; PROVIDING FOR THE COMPOSITION AND APPOINTMENT OF THE MEMBERS OF SAID BOARD; ESTABLISHING GOALS AND OBJECTIVES OF SAID BOARD AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of San Marcos, Texas, recognizes the importance and necessity of establishing a Citizens Storm Drainage Advisory Board to aid in identifying existing areas of poor drainage, recommend solutions for drainage problems and to develop a mechanism for anticipating future storm drainage needs; now, therefore, BE IT ORDAINED BY THE CITY TEXAS: COUNCI L OF THE CITY OF SAN MARCOS, SECTION 1. That Chapter 2 of the Code of Ordinances of the City of San Marcos, Texas, be amended to add an Article to be numbered X and entitled "Citizens Storm Drainage Advisory Board" to read as follows: 1"" çP j'f'\, r- ARTI C LE X CITIZEN'S STORM DRAINAGE ADVISORY BOARD Sec. 2-142. There is hereby established a Citizen's Storm Drainage Advisory Board. Said Board shall consist of five (5) citizens of the City of San Marcos, appointed by the City Council to represent distinct geographic areas of said City characterized by similar drainage and watershed boundaries delineated on the Storm Water Management Area Map. A citizen appointed to represent a geographical area must reside in the geographical area he or she is appointed to represent. The City Secretary's Office shall be the repository for the Storm Water Management Area Map. The Mayor and Mayor Pro Tern shall each appoint one (1) at large member to said Board. Said Board members shall serve two (2) year terms to begin simultaneously. Said Board shall be dissolved after the initial two (2) year term has expired unless renewed at the discretion of the City Council. Sec. 2-143. The Citizens Storm Drainage Advisory Board shall adopt such rules and regulations as it deems best to govern its actions, subject to the general laws of the State, this Code, Charter of the City of San Marcos, and any other ordinances of the City and other action of the City Council. The Board shall meet once a month. At all meetings the majority of the Board shall constitute a quorum and the concurrence of a majority of those present shall be required for the determination of matters within its jurisdiction. Sec. 2-144. Goals and Objectives. (a) The Citizens Storm Drainage Advisory Board shall serve as an advisory board to City Council and City staff concerning storm drainage needs. (b) The Citizens charged with Storm Drainage the following Advisory Board shall be goals and objectives: (1) Conduct public hearings to identify drainage. areas of problem (2) Establish priorities for construction projects intended to resolve major drainage problems identified in public hearings conducted by said board. (3) Identify costs and recommend to the City Council a priority list of drainage improvement projects resulting from the hearings process.
