3.

Approach:

a.

Statement of Tasks Involved:

The role of the Juvenile Officer involves a ~wo fold direction. One
is the role of Investigator of Juvenile Crime. Then the second is
as Educator and Diversion Leader. The Juvenile Officer balances
these roles in an effort to rehabilitate rather than punish juveniles
and divert from crime rather than label juveniles as delinquent.

b.

Projected Accomplishments:

Refer to Project Goal Achievement, page CJD-16

c.

Kinds of Data to be Collected:

The data to be collected will be that required by grant standards
and also documentation of the programs and activities the Juvenile
Officer participates in.

d.

Other Participating/Cooperating Organizations:

Juvenile Judge - Working with the Juvenile Judge aids the depart-
ment in understanding changing interpretations of case law as well
as new approaches occurring in other regions of the state and
country.

Juvenile Probation Department - This office maintains a close rela-
tionship with the Probation Office. Approximately 60 to 75 hours per
month are spent working cases together. Close cooperation allows
the Department a great deal of input into the juvenile's handling.

School District - A close relationship with the school district
personnel has allowed the Department to meet school crime head-on.
Involvement in school activities allows juveniles to realize that police
officers care, that our interest is to help, not just put them in
jail.

Greater San Marcos Youth Council - This organization founded with the
cooperation of this officer acts as an information network for all
youth agencies within our community. Its most recent achievement
has been the establishment of the Hays County Emergency Youth Shelter.

Hays County Emergency Youth Shelter - This temporary placement shelter
for status offenders as well as juvenile victims has greatly aided
the Department in following the mandate of the Family Code. That mandate
being to rehabilitate rather than punish juvenile offenders.

Youth Services Bureau - A long standing San Marcos agency which
operates a Big Brother/Big Sister program. The Bureau also has
developed diversion programs which this office strongly supports.

ISb
