VI. COST ALLOCATION

The costs of constructing the proposed system were estimated using:
(1) the proposed design capacities and quantities; (2) estimated unit
costs for similar work in the region; (3) the proposed phasing of the
construction; and (4) the proportional share of the costs. The detailed
cost development is shown in Appendix H. Table 8 and 9 are a
summary of the estimated costs. The cost for the well, standpipe, and
the connecting pipe line from the site on ~IcCarty Lane at the 770 foot
contour is to be paid by an unspecified development planned in that
area. Therefore, the costs were not included in the system estimates.

The costs for each alternative have been broken up into phases and
type of facilities to be constructed. The cost summary for the two
alternatives are shown in Appendix E and H, and the cost for the
proposed alternative is also shown in Table 10. The summary of line
costs for the proposed alternative is developed assuming that the lines
will be placed in three separate phases. Appendix H contains the
appropriate line cost allocation factors for each line. Line allocation
factors were deternùned by the percent of the total flow in each pipe
that is attributable to each entity for the projected 2005 demands. To
properly allocate the actual construction cost of the line work, the
appropriate line allocation factor should be applied to the cost of the
lines when they are actually being constructed.

The cost for the wells, elevated storage tanks, ground storage tanks,
and pumping facilities has been summarized for each entity in each
phase in Appendix H. The share of costs for the wells and elevated
storage tanks for each entity is proportional to its projected population.
The share of costs for the ground storage tank and pumping facilities
for each entity is proportional to the projected flow demands.

These costs and the related facilities are based on the long-term
estimates of future growth and land use patterns for the study area.
They are subject to considerable variation due to actual growth trends

JONES a NEUSE

I

I
I
)

32
