-4- Priori ties for revenue generating mechanisms for financing Water for the Future programs mean implementing the following cost recovery mechanisms, in order of priority and consistent with the adopted Allocation Policy as contained in Paragraph 1. i. Ground water withdrawal fees ii. Water rate increases iii. Special sales taxes iv. Other fees and taxes 7. To adequately provide for optimal use and water management in the region there must be new laws to allow conjunctive management of surface and ground water. It is recommended that a Regional Water Council be established consisting of Edwards Underground Water District, Guadalupe-Blanco River Authority, San Antonio River Authority, Nueces River Authority, a member from each of the major cities in the five county EUWD area: San Antonio, San Marcos, New Braunfels, Hondo and Uvalde and other appropriate entities establish a conjunctive use policy for the region which would include a drought contingency plan and guidelines for resolving conflicts between ground water and surface water users. The Regional Water Council would convene on a regular basis to discuss and resolve, by consensus, conflicts pertaining to water use issues affecting the members of the Council. In the event that it shall become necessary to regulate ground water withdrawals within the Edwards Aquifer, it is recommended that the Edwards Underground Water District be given the regulatory and enforcement powers necessary to regulate such withdrawals. 8. A policy for marketing (buy, sell, lease, trade) ground water rights should be adopted. It would focus on alternatives for organizaing and operating a reliable market. The development of such a market will depend upon defining and establishing ground water rights within the region.
