<br />-4- <br /> <br />Priori ties for revenue generating mechanisms for <br />financing Water for the Future programs mean <br />implementing the following cost recovery mechanisms, in <br />order of priority and consistent with the adopted <br />Allocation Policy as contained in Paragraph 1. <br /> <br />i. Ground water withdrawal fees <br />ii. Water rate increases <br />iii. Special sales taxes <br />iv. Other fees and taxes <br /> <br />7. To adequately provide for optimal use and water <br />management in the region there must be new laws to allow <br />conjunctive management of surface and ground water. <br /> <br />It is recommended that a Regional Water Council be <br />established consisting of Edwards Underground Water <br />District, Guadalupe-Blanco River Authority, San Antonio <br />River Authority, Nueces River Authority, a member from <br />each of the major cities in the five county EUWD area: <br />San Antonio, San Marcos, New Braunfels, Hondo and Uvalde <br />and other appropriate entities establish a conjunctive <br />use policy for the region which would include a drought <br />contingency plan and guidelines for resolving conflicts <br />between ground water and surface water users. The <br />Regional Water Council would convene on a regular basis <br />to discuss and resolve, by consensus, conflicts <br />pertaining to water use issues affecting the members of <br />the Council. <br /> <br />In the event that it shall become necessary to regulate <br />ground water withdrawals within the Edwards Aquifer, it <br />is recommended that the Edwards Underground Water <br />District be given the regulatory and enforcement powers <br />necessary to regulate such withdrawals. <br /> <br />8. A policy for marketing (buy, sell, lease, trade) <br />ground water rights should be adopted. It would focus <br />on alternatives for organizaing and operating a reliable <br />market. The development of such a market will depend <br />upon defining and establishing ground water rights <br />within the region. <br />
