<br /> 112 <br />Regular Meeting November 19, 1984 Page 5 <br />Mayor Craddock asked if anyone wished to speak in favor of the zoning <br />request. Ken Kraus was present representing Messrs. Rockford and <br />Salinas. He stated the buffering called for by the Zoning Commission <br />would be provided in the platting or permitting process. No one else <br />wished to speak in favor or in opposition to the request, so Mayor <br />Craddock closed the public hearing. Mr. Farr moved to approve the <br />Ordinance on first reading and Mayor Craddock seconded the motion, <br />which passed unanimously. <br />Mayor Craddock introduced three Ordinances on consensus agenda. Mr. <br />Coddington requested Item 6A regarding the TMRS Ordinance be removed <br />from the consensus agenda and considered separately. Mr. Farr moved <br />the remaining two Ordinances on the consensus agenda be adopted on <br />third and final reading and Mayor Craddock seconded the motion, which <br />passed unanimously. The captions of these two Ordinances on third <br />and final reading read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING CHAPTER 2, ARTICLE VII, SEC- <br /> TION 2-125 OF THE CODE OF ORDINANCES OF SAID CITY TO <br /> PROVIDE A DEFINITION OF THE WORD "CITIZENS OF THE <br /> CITY OF SAN MARCOS"; AND DECLARING AN EFFECTIVE DATE. <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, REPEALING THE AIRPORT ZONING REGULATIONS <br /> OF THE CITY OF SAN MARCOS, TEXAS, CODIFIED AS APPENDIX <br /> B OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, <br /> TEXAS AND DECLARING AN EFFECTIVE DATE. <br />Mayor Craddock then introduced the Ordinance removed from the consensus <br />agenda for approval on second reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, <br /> ENTITLED "TEXAS MUNICIPAL RETIREMENT SYSTEM" OF ARTICLE <br /> III, ENTITLED "CIVIL SERVICE AND EMPLOYEE BENEFITS" OF <br /> CHAPTER 2 OF THE CODE OF ORDINANCES OF SAID CITY TO <br /> Þ~END THE DATE ON WHICH CALCULATIONS OF UPDATED SER- <br /> VICE CREDITS ARE BASED, UNDER THE ACT GOVERNING THE <br /> TEXAS MUNICIPAL RETIREMENT SYSTEM, FOR SERVICE PER- <br /> FORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM IN THE <br /> EMPLOYMENT OF SAID CITY AND TO AMEND THE DATE ON WHICH <br /> CALCULATIONS OF UPDATED SERVICE CREDITS ARE BASED UNDER <br /> SAID ACT FOR SERVICE PERFORMED BY QUALIFYING MEMBERS <br /> OF SUCH SYSTEM WHO HAVE FORFEITED CREDIT FOR PRIOR <br /> SERVICE AND/OR CURRENT SERVICE WITH OTHER PARTICIPATING <br /> MUNICIPALITIES BY REASON OF PREVIOUS SERVICE AND WHO <br /> WERE CONTRIBUTING MEMBERS ON JANUARY 1, 1984; AMEND- <br /> ING SECTION 2-44(b) OF SAID DIVISION OF SAID ARTICLE <br /> OF SAID CHAPTER OF SAID CODE TO AMEND THE DATE ON <br /> WHICH CALCULATIONS OF THE INCREASE IN RETIREMENT AN- <br /> NUITIES ARE BASED; AMENDING SAID DIVISION OF SAID <br /> ARTICLE OF SAID CHAPTER OF SAID CODE TO ADD A SECTION <br /> TO BE NUMBERED 2-49 TO PROVIDE FOR SEPARABILITY AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mayor Craddock moved to table this Ordinance until Gary Anderson could <br />be present to answer questions of the Council and Mr. Coddington se- <br />conded the motion, which passed unanimously. <br />
