General <br /> <br />The Mayor of San Marcos is responsible for emergency management <br />planning and operations for the city. <br /> <br />Most of the departments within the city have emergency functions <br />in addition to their normal duties. Each department is responsible <br />for developing and maintaining their own emergency management <br />procedures. Specific responsibilities are outlined below under <br />the section entitled Task Assignments as well as in individual <br />annexes. Attachment 3 details how the city is organized for <br />emergencies. Attachment 4 and 5 illustrate functional respon- <br />sibilities and annex assignment, respectively. <br /> <br />B. ORGANIZATION <br /> <br />1. Executive Group <br /> <br />The Executive Group is referred to in this plan as the mayor <br />and Council members, City manager, and Emergency Management <br />Coordinator; who are responsible for emergency activities <br />in the city of San Marcos. <br /> <br />2.
