<br />FOREWORD <br /> <br />As Emergency Management Director, The Mayor is charged with the responsibi- <br />lity to develop and implement an Emergency Management Plan in San Marcos. <br />The heaviest emphasis in the past was on preparedness and response to <br />all risks: attack, man-made emergencies and natural disasters. Added <br />emphasis is now placed on mitigation and recovery to round out the four <br />phases of emergency management. <br /> <br />The situations addressed by this plan are those in which the actions of <br />many different agencies must be coordinated. This major coordination <br />effort differs from those emergencies handled on a daily basis by local <br />fire, law enforcement, and medical services personnel. <br /> <br />This Emergency Mananagement Plan attempts to be all inclusive in combining <br />the four phases of management, which are 1) mitigation: those activities <br />which eliminate or reduce the probability of disaster; 2) preparedness: <br />those activities which governments, organizations, and individuals develop <br />to save lives and minimize damage; 3) response: those activities that <br />follow a disaster and are designed to prevent loss of lives and property <br />and provide emergency assistance; and 4) recovery; short- and long-term <br />activities which return all systems to normal or improved standards. <br /> <br />ii <br />
