D. Carroll, <br /> Lupe picassio and others. <br /> Mayor Craddock called the meeting to order at 4:00 p.m. <br /> Mr. Guerra moved the Council adjourn into Executive Session pursuant <br /> to Article 6252-17, §§2 (e), (f) and (g), V.A.C.S., to discuss matters <br /> where the duty of the City Attorney to the City pursuant to the Code <br /> of Professional Responsibility of the State Bar of Texas requires <br /> confidentiality, negotiation of contract and personnel and Mr. Brown <br /> seconded the motion, which passed unanimously (4:02 p.m.). <br /> Mr. Farr moved the Council convene at 5:25 p.m. and Mr. Brown seconded <br /> the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration action to adopt the recom- <br /> mendation, in whole or in part, made in the L.W.F.W. Management Study, <br /> and consider action to direct the Staff to proceed with implementation. <br /> Mr. Coddington moved to approve the L.W.F.W. Management Study and for <br /> the City Manager to proceed with implementation of the high priority <br /> items listed on Page 55 of the Study, Paragraph F, as follows: "1. Ap- <br /> prove and select an Assistant City Manager; 2. develop and begin imple- <br /> menting a new data processing plan; 3. prepare a comprehensive short <br /> and long range facilities plan; 4. add two degreed engineers and one <br /> inspector to the Environment and Engineering Division; 5. approve and <br /> fill all requested positions in the Planning Division; 6. install a <br /> work management system in Engineering and Public Works; 7. implement <br /> 1984/1985 compensation adjustments; and 8. establish a Personnel Depart- <br /> ment," with the assistance of a Task Force.
