<br />Craddock stated she would like to have Section 4.03 amended wherein
<br />the Municipal Court Judges are appointed for one-year terms and re-
<br />appointment of the Judges is subject to the Council's approval each
<br />year. Mr. Coddington expressed concern with Section 3.11 wherein
<br />the recommendation is that zoning matters be considered with only
<br />one reading rather than three readings. He stated he had a problem
<br />with that change unless there was a real emergency. Mr. Coddington
<br />also expressed concern with the recommendation that Section 3.17 be
<br />amended, because he wanted clarification on who would grant the per-
<br />mission for an absence of a Council Member. Mr. Hankins stated it
<br />would require the whole body of Council to be considered Council ac-
<br />tion. The Council thanked Mr. Farlow and the Commission for the re-
<br />port and recommendations. Mayor Craddock moved to officially receive
<br />the Commission's report and Ms. Kissler seconded the motion, which
<br />passed unanimously.

<br />Mayor Craddock opened a public hearing to consider amending the future
<br />land use plan (map) of the Master Plan, the caption of which Ordinance
<br />was read as follows:

<br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF
<br />BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984
<br />(VOL. 66) AND CHANGING THE ZONING OF LOTS 49, 54, 55,
<br />62, 63, 64,53, 84, 86, 89, 67, 68, 85, 69, 81, 82,
<br />83 OF THE A. M. RAMSAY SUBDIVISION, ACCORDING TO THE
<br />PLAT OR MAP THEREOF RECORDED IN VOLUME 89, PAGE 477
<br />OF THE HAYS COUNTY DEED RECORDS, BEING PROPERTIES LO-
<br />CATED ON PORTIONS OF SEGUIN STREET, FIRST STREET AND
<br />SECOND STREET FROM "M" (SINGLE, DUPLEX AND NEIGHBOR-
<br />HOOD BUSINESSES DISTRICT) TO "MF-4" (MULTI-FAMILY
<br />DISTRICT); AMENDING THE FUTURE LAND USE PLAN (MAP)
<br />OF THE MASTER PLAN OF SAID CITY AND DECLARING AN EF-
<br />FECTIVE DATE.

<br />Mayor Craddock asked if anyone wished to speak in favor of the land use
<br />plan (map) change. Bill Price was present and said he would answer any
<br />questions the Council may have regarding his request for this change.
<br />No one else wished to speak in favor or in opposition to the change,
<br />so Mayor Craddock closed the public hearing. Mayor Craddock moved for
<br />adoption of the Ordinance on third and final reading and Mr. Guerra
<br />seconded the motion. Mr. Coddington then moved to amend the Ordinance
<br />to approve the additional wording in the caption of the Ordinance re-
<br />garding the amendment of the future land use plan (mag of the Master
<br />Plan, to approve the new Section 2 wording and approve Section 2 of
<br />the former Ordinance as Section 3 in the amended Ordinance. Mr. Farr
<br />seconded Mr. Coddington's motion, which passed unanimously. On roll
<br />call for adoption of the Ordinance, the following vote was recorded:

<br />AYE: Brown, Coddington, Farr, Craddock, Guerra, Kissler.
<br />
<br />NAY: Moore.
<br />
<br />ABSTAIN: None.
<br />
<br />Mayor Craddock moved the Council adjourn into Executive Session pursuant
<br />to Article 6252-17, §§2(e), (f) and (g), V.A.C.S., to discuss contemplated
<br />litigation, pending litigation (Stokes, Et Al vs. City) and matters where
<br />the duty of the City Attorney to the City pursuant to the Code of Profes-
<br />sional Responsibility of the State Bar of Texas requires confidentiality,
<br />negotiation of contracts, the purchase, exchange, lease or value of real
<br />property, and personnel. Mr. Brown seconded the motion, which passed
<br />unanimously (7:57 p.m.).
