<br />23 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting December 17, 1984 Page 6 <br /> <br /> <br />Mr. Farr moved for adoption of the Resolution and Mayor Craddock <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolution, <br />thè caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING AND APPROVING THE PERSONNEL <br />MANUAL FOR EMPLOYEES OF THE CITY OF SAN MARCOS, <br />TEXAS AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Ms. Kissler seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF <br />AMENDMENT NO.1 TO THAT LEASE AGREEMENT BETWEEN KEN- <br />NETH MEDCALF AND THE CITY OF SAN MARCOS, TEXAS, OF <br />MARCH 11, 1980; AUTHORIZING THE MAYOR OF SAID CITY TO <br />EXECUTE SAID AMENDMENT NO.1 AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mr. Coddington moved for adoption of the Resolution and Mr. Farr seconded <br />the motion. Mr. Moore asked Ms. Stansbury if the Citywas tied to the <br />$280.00 rental for twenty years, and she replied that it would be re- <br />viewed every five years. The Council unanimously adopted the Resolu- <br />tion. <br /> <br />Mayor Craddock introduced any further action that needed to be taken <br />to further implement the L.W.F.W. Management Study. Mr. Coddington <br />moved to table this matter for further study and Mr. Farr seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration action to implement the <br />1984-1985 compensation adjustments COL (cost of living) and merit. <br />Mr. Guerra moved to implement merit raises plus three (3%) percent <br />COL, excluding the Police Department, to be retroactive to October 1, <br />1984 and Mr. Coddington seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration implementation of 1984-1985 <br />compensation adjustments for the Council appointed positions of City <br />Manager, City Attorney, City Secretary, Municipal Court Judge and As- <br />sociate Municipal Court Judge. Mayor Craddock moved to table considera- <br />tion and Mr. Guerra seconded the motion, which passed unanimously. Mayor <br />Craddock stated the Council will be looking closely at the classification <br />schedule for the City employees. <br /> <br />At the request of the City Manager, Mr. Brown moved to reconsider Item <br />13, action needed to be taken to further implement the L.W.F.W. Manage' <br />ment Study, and Mr. Farr seconded the motion, which passed unanimous- <br />ly. Mr. Gonzalez requested the Council take action to implement the <br />following personnel positions and realignments: (1) hire Assistant <br />City Manager ($48,000.00, salary plus benefits); (2) realign Parks and <br />Recreation, Library, Health and WIC under the City Manager so as to con- <br />centrate efforts in the Personnel area; (3) pay City Planner moving ex- <br />penses incurred ($1,500.00); (4) purchase computer work management systems <br />for the Public Works and Engineering Departments, which will include <br />hardware, software, privileges and support for installation; (5) re- <br />align Streets and Traffic Sign and Signal DepartDents to be combined <br />($11,250.00) to cover necessary personnel changes; (6) realign Build- <br />ing and Grounds Facilities under Parks and Recreation with associated <br />personnel changes ($3,457.00 savings); and (7) implement the following <br />
