All concerned parties are brought <br />together in neighborhood meetings. The participants are provided maps, plans and <br />ordinances. Everyone's ideas are considered and discussed. Using those ideas, a future <br />land use plan for the sector is developed by the PADS staff. The sector plan is then <br />presented to the community at large. Collaborative planning results in a sector plan that <br />represents the interests and concerns of all participants. ' <br /> <br />I <br /> <br />The sector plan process begins with the PADS staff collecting data, analyzing the data, <br />and preparing maps on a sector-by-sector basis. Once base studies are completed, the <br />PADS staff holds meetings with stakeholders in the sector to discuss issues and concerns <br />about their sector. Following the meetings, the PADS staff prepares a draft sector plan <br />(i.n.c1u:~iIlg_!l.~tuI.:e..Iand use map). The PADS staff holds one final meeting with the <br />stakeholders to present and discuss the sector plan. <br /> <br />Upon completion of the staff and stakeholders work, each sector plan will be presented <br />individually to the Planning and Zoning Commission. The Planning and Zoning <br />Commission will conduct public hearings on each sector plan. After the public hearings, <br />the Planning and Zoning Commission will make its recommendation to the City Council. <br /> <br />The City Council will hold a public hearing on each sector plan and adopt each by.ordinance as an amendment to the city's master plan, San Marcos Horizons. <br /> <br />I <br /> <br />1-2 <br />
