I I I RESOLUTION 2006 - 87 R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING A MUTUAL AID AGREEMENT WITH THE PARTICIPATING ENTITIES THAT COMPRISE THE CAPITAL AREA COUNCIL OF GOVERMENTS FOR COORDINATION OF RESOURCES AND EMERGENCY RESPONSE FOR HOMELAND SECURITY, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY, AND DECLARING AN EFFECTIVE DATE. RECITALS: 1. The Capital Area Planning Council (CAPCO), in conjunction with the ten counties comprising CAPCO, has developed a mutual aid agreement for use between the counties and their respective cities. 2. This agreement updates and supersedes the previous agreement filed by the City of San Marcos. This agreement updates reimbursement times and rules to comply with FEMA requirements 3. The agreement governs such matters as the activation of the agreement, procedures for requests and responses for assistance, supervision of personnel, use of equipment, and insurance and liability issues. 4. Mutual aid agreements, such as this, help ensure federal funding for necessary security equipment. 5. The City desires to enter into this agreement with the Capital Area Planning Council. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. The terms and conditions of the Inte~urisdictional Mutual Aid Agreement between the City and the participating entities that comprise the Capital Area Council of Governments, a copy of which is attached and incorporated, are approved. PART 2. The City Manager, Dan O'Leary, is authorized to execute the agreement on behalf of the City. PART 3. This Resolution shall be in full force and effect immediately from and after its passage.
