<br />APPENDIX 3 <br /> <br />OPERATION AND MAINTENANCE STANDARDS <br /> <br />3.1 General <br /> <br />The Authority shan operate, maintain and manage the Facilities in accordance with the terms and <br />provisions set forth in this Service Contract. Operational decision-making shall be based on the following <br />overall objectives: <br /> <br />· Protection of health and welfare of the public and Water Treatment Facilities operating staff; <br />. Protection of the environment; <br />. Preservation of the long-term capability of the Facilities; <br />· Protection and preservation of the Water Treatment Facilities equipment; <br />· Maximization of the operation efficiency of the Water Treatment Facilities; and <br />. Minimization of operational costs to the City. <br /> <br />3.2 Operations And Maintenance <br /> <br />The Authority shall maintain the Water Treatment Facilities in good working order and repair and in a <br />neat and orderly condition in accordance with the specific provisions of Articles VI and VIII of the <br />Service Contract and the Contract Standards. The Authority shall maintain the aesthetic quality of the <br />Water Treatment Facilities. The Authority shall maintain on behalf of the City all manufacturers' <br />warranties on new equipment purchased, and shall fully cooperate and assist the City in enforcing existing <br />equipment warranties and guaranties relative to the Water Treatment Facilities. <br /> <br />The Authority is responsible for the operation and maintenance of the Water Treatment Facilities <br />components as set forth in the Service Contract, the Operation and Maintenance Manual and the <br />provisions described below. Such information below, however, is not intended to include all specific <br />activities necessary for meeting the requirements set forth in the Service Contract. In addition, the <br />Authority shall understand and implement additional operation and maintenance requirements as required <br />in the Operation and Maintenance Manual, manufacturer's recommendations, and to meet Good Industry <br />Practices. <br /> <br />3.3 Maintenance <br /> <br />. All Maintenance, Repair and Replacement, including maintenance, repair and replacement <br />described in the Maintenance, Repair and Replacement Plan (which shall be provided by the <br />Authority prior to the Commencement Date). The well pumps, well motor controls, and SCADA <br />will be maintained by the City. <br /> <br />. All Major Maintenance Repair and Replacement, including major maintenance, repair and <br />replacement described in the Major Maintenance Repair and Replacement Schedule attached <br />hereto as Attachment A to this Appendix. <br /> <br />. All Predictive and Preventive Maintenance, including the following predictive and preventive <br />maintenance: <br />CMMS <br />Vibration Analysis <br />Infrared Thermography <br /> <br />8 <br />
