<br />I <br /> <br />(1) In the absence of the mayor, the mayor pro tem shall act as the <br />presidinq officer. <br /> <br />(2) In the absence of the mayor and mayor pro tem, a city council <br />member elected by the city council shall act as the presidinq officer. <br /> <br />(3) In the absence of the mayor and mayor pro tem, and the failure or <br />inability of the city council to elect a member to act as presidinq officer. the city <br />manaqer shall act as the presidinq officer. <br /> <br />(4) In the absence of the mayor, mayor pro tem, city council and city <br />manaqer, the emerqency manaqement coordinator or an employee previously <br />desiqnated by the city manaqer may act as the presidinq officer. <br /> <br />(c) The city manaqer is desiqnated as the deputy emerqency manaoement <br />director, and the mayor deleqates to the city manaqer the authority needed to <br />carry out the city's comprehensive emerqency manaoement proqram and the <br />provisions of this chapter <br /> <br />I <br /> <br />(d) The director is responsible for conductino a prooram of comprehensive <br />emerqency manaqement within the city and for carryinq out the duties and <br />responsibilities set forth in this chapter. The director may deleqate authority for <br />execution of these duties to the emerqency manaqement coordinator, but <br />ultimate responsibility for the execution remains with the director. <br /> <br />(e) The office of emerqency manaqement coordinator is created. The <br />emerqency manaqement coordinator shall be appointed by and serve at the <br />pleasure of the director. The emerqency manaqement coordinator appointed by <br />the mayor shall. under the direction of the city manaqer, carry out the city's <br />comprehensive emerqency manaqement proqram and the provisions of this <br />chapter. <br /> <br />(f) The emerqency manaqement coordinator is responsible for a proqram of <br />comprehensive emerqency manaoement within the city. <br /> <br />(0) The emerqency manaoement coordinator is encouraoed to seek advice from <br />other local oovernments, business, labor, industry. aqriculture, civic <br />orqanizations, volunteer oroanizations, and community leaders in the <br />development and review of the emerqency manaqement proqram. under the Act. <br />The Director may appoint a local emerqency planninq committee (LEPC) as an <br />advisory qroup to the emerqency manaoement coordinator. <br /> <br />I <br /> <br />(h) The mayor and city manaqer shall certify the city's emerqency manaoement <br />plan and any mutual aid plans and aqreements, as required by applicable federal <br />and state laws. <br /> <br />3 <br />
