<br />I <br /> <br />(h) Determines questions of authority and responsibilitv In connection with <br />emerqencv manaqement and disaster relief. <br /> <br />(i) Neqotiates and authorizes aqreements, subiect to the approval of the city <br />council, when required. for the use of public and private property for public <br />refuqe. shelter, or other necessary purposes durinq the course of an emerqencv. <br /> <br />(j) Acts as a c1earinohouse on emerqenCV manaoement information for all <br />qovernmental and private aoencies cooperatinq in the emerqencv manaqement <br />plan. <br /> <br />(k) Maintains contact with the division of emerqency manaqement of the office of <br />the oovernor, providinq prompt and efficient response to all requests and <br />suqoestions of the division and other aoencies and departments of federal. state. <br />and county qovernments in connection with emerqencv manaqement and <br />disaster relief. <br /> <br />(I) Marshals, upon the declaration of a disaster, all necessary personnel. <br />equipment. and supplies from any department of the city and from private <br />contributors to aid in implementation of the emeroencv manaqement plan. <br /> <br />I <br /> <br />Sec. 26.004. Emergency Management Council <br /> <br />The mayor is authorized to join with the county judge of Hays County and the <br />mayors of the other cities in Hays county in the formation of an emergency <br />management council for the county, and the mayor shall have the authority to <br />cooperate in the preparation of a joint emergency management plan and in the <br />appointment of a joint emergency management coordinator, as well as all powers <br />necessary to participate in a countywide program of emergency management <br />insofar as the program may affect the city. <br /> <br />Sec. 26.005. Supersession of Existing Ordinances <br /> <br />At all times when the orders, rules, regulations made and promulgated pursuant <br />to this chapter shall be in effect, they shall supersede and override all existing <br />ordinances, orders, rules and regulations insofar as the latter may be <br />inconsistent therewith. <br /> <br />Sec. 26.006.
