<br /> 9 <br />Regular Meeting February 10, 1986 Page 9 <br /> AYE: Brown, Farr, Craddock, Kissler, Nicola. <br /> NAY: Guerra. <br /> ABSTAIN: None. <br />Mayor Craddock introduced for consideration authorization to the City <br />Attorney to institute legal action against Francis Horne concerning <br />his actions on Lots 64 and 65 of Second Division of Park Addition, <br />which are creating hazards to public health and safety by altering <br />drainage patterns downstream from his property. Ms. Kissler moved <br />for authorization and Mr. Brown seconded the motion. On roll call <br />the following vote was recorded: <br /> AYE: Brown, Craddock, Guerra, Kissler, Nicola. <br /> NAY: None. <br /> ABSTAIN: Farr. <br />Mayor Craddock introduced for consideration acceptance by motion of <br />a Deed Dedicating Public Improvements from the Housing Authority of <br />the City of San Marcos. Mayor Craddock moved for acceptance and <br />Mr. Nicola seconded the motion, which passed unanimously. <br />Mayor Craddock introduced a discussion regarding additional Parks <br />funding and direction to Staff for a budget amendment. Rodney Cobb <br />advised Council a large portion of his budget has been used for Park <br />improvements and additional funding is needed to continue additional <br />improvements and maintenance of the Parks' system. Mr. Nicola asked <br />for information regarding a concrete area in City Park which needs <br />repair. Mr. Cobb advised he is in the process of obtaining a permit <br />from the Corps of Engineers for improvements to that area and that <br />the City's Engineering Department prepared the design work for repairs. <br />Mr. Gonzalez advised when a permit is obtained the City could contract <br />the work to be done for approximately $32,000.00-$38,000.OOr Mr. <br />Nicola stated the City needs a Master Plan for the future of the <br />Parks. ~4r. Gonzalez advised a retreat meeting is being planned for <br />a discussion of long-range goals of the Council after April this year. <br />Mr. Farr stated he would like to see the Parks Department plan a <br />Family Day in the Parks this Spring to make the citizens aware of <br />the improvements in the Parks for their use. Mr. Cobb advised vande- <br />lism in the Parks has declined with the Park Patrol and Parks Depart- <br />ment employees. Cheryl Carr who formerly served on the Chamber of <br />Commerce's Beautification Committee, stated the Committee was presenting <br />the Clean Sweep Award to the Parks Department for the month of Febru- <br />ary. The Council directed a budget amendment be prepared in the amount <br />of $60,000.00 from fund balance to the Parks Department (Mr. Coddington <br />present during this discussion 9:04 p.m.). <br />Mayor Craddock introduced a discussion and presentation by the San Marcos <br />Scout Association for a proposed Scout House to be constructed on 2.57 <br />acres of City Parkland located in Castle Forest Subdivision on North <br />Bishop Street. City Attorney Hankins prepared a list of questions <br />that needed to be addressed in order to determine if the Scout build- <br />ing could be placed on City Parkland. Some of the questions were <br />answered by Mary Compton and Juana Bishop, and Staff is to receive <br />additional information from the Scout Association. The Scout Associa- <br />tion is to contact the neighbors of the area to advise the neighbors <br />of their intentions, and the Council and Parks and Recreation Board <br />will hold a ~ublic hearing in order to receive input from the citizens <br />of the proposed Scout House on Parkland. <br />
