<br />the applicant. This submittal shall be made at the time of application for a <br />variance and include: <br /> <br />A. History of relevant crime activity in the surrounding area (See IESNA- <br />annex A); <br /> <br />B. Nature of the Site - type of business or activity, hours of operation <br />accessibility, and surrounding conditions (See IESNA - annex B); <br /> <br />C. Degree of Obstruction - landscape design, building layout, fencing, <br />etc.; <br /> <br />D. Ambient Luminance of surrounding area - sources and quality of off- <br />site ambient lighting; and <br /> <br />E. Impacts on surrounding area - environmental performance zone <br />objectives, disability glare, traffic movement, controls and signage. <br /> <br />(2) <br /> <br />When security is determined to be a relevant issue, consideration of a <br />requested variance shall include discussion of alternative steps to address <br />security as noted in IESNA - annex E. Any variance granted shall be <br />limited, to the extent possible, to specific areas of concern rather than <br />blanket, property-wide variances. In no case shall a variance be granted in <br />excess oflevels and guidelines set forth in IESNA G-I-03. <br /> <br />Division 2: Standards <br /> <br />Section 6.5.2.1 <br /> <br />Overall Operational Lighting Levels <br /> <br />(a) Environmental Performance Zones. Lighting for an individual project should be <br />evaluated in the context of the overall environment and the goals set for the <br />surrounding community. For this purpose, maximum outdoor lighting averages <br />are established for geographic areas distinguished as environmental lighting <br />performance zones. The general relationship of properties to these zones and the <br />maximum permissible average lighting levels are provided in the Technical <br />Manual. <br /> <br />(b) Determination of Designation. Determination of an individual property's <br />designation shall occur after all subdivision and legislative actions have been <br />completed. The criteria for determining the zone are found in the Technical <br />Manual. <br /> <br />(c) <br /> <br />Maximum Intensities. For a given property the appropriate lighting levels for all <br />pedestrian, parking, and driveway illumination shall be no greater than the <br />maximum levels stated above.
