<br /> 31 <br /> Special Meeting February 19, 1986 Page 2 <br /> Mayor Craddock introduced for consideration an emergency addendum to <br /> the agenda, adoption of a Resolution, the caption which was read as <br /> follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS APPROVING THE TERMS AND CONDITIONS OF <br /> A PROPOSED PROFESSIONAL SERVICES AGREEMENT BETWEEN <br /> SAID CITY AND DAM, INC. OF SAN ANTONIO, TEXAS, FOR <br /> ThE PROVISION TO SAID CITY OF AERIAL PHOTOGRAPHY AND <br /> MAPPING SERVICES IN CONNECTION WITH THE SAID CITY'S <br /> COMPUTERIZED MAPPING PROJECT; AUTHORIZING THE CITY <br /> MANAGER TO EXECUTE SAID CONTRACT; AND DECLARING AN <br /> EFFECTIVE DATE. <br /> Mayor Craddock moved for adoption of the Resolution and Mr. Brown <br /> seconded the motion. gr. Jenkins advised the Council February is <br /> the ideal month for the aerial photography mapping work to be done <br /> before foliage is on the plants, and due to our early warmth, it would <br /> be necessary to proceed immediately with the photography work. Mr. <br /> Coddington did not feel this item should be presented to the Council <br /> on emergency, as the Council had not had proper time to review the <br /> agreement and therefore moved to table this matter until the February <br /> 24, 1986 meeting and Mr. Nicola seconded the motion. On roll call <br /> of the tabling motion, the following vote was recorded: <br /> AYE: Coddington, Gue:['ra, Nicola. <br /> NAY: Brown, Farr, Craddock, Kissler. <br /> ABSTAIN: None. <br /> The motion failed. The Council asked Mr. Jenkins what a delay would <br /> do to this project, and Mr. Jenkins advised the Council it would kill <br /> the project from being performed until next winter if it was not ap- <br /> proved now. On roll call for adoption of the Resolution, the following <br /> vote was recorded: <br /> AYE: Brown, Farr, Craddock, Guerra, Kissler. <br /> NAY: Coddington, Nicola. <br /> ABSTAIN: None. <br /> Mr. Farr moved the Council adjourn into Executive Session pursuant <br /> to Article 6252-17, §§2(e) and (g), V.A.C.S., to discuss matters <br /> where the duties of the City Attorney to the City pursuant to the <br /> Code of Professional Responsibility of the State Bar of Texas clearly <br /> conflicts with Article 6252-17; and evaluation of a public officer <br /> or employee, respectively, and Mayor Craddock seconded the motion, <br /> which passed unanimously (5:47 p.m.). <br /> Mr. Guerra moved the Council reconvene at 7:51 p.m. and Mr. Farr se- <br /> conded the motion, which passed unanimously (Mr. Nicola left the <br /> meeting at 7:20 p.m.). <br /> The meeting adjourned at 7:52 p.m. on motion made by Mr. Brown and <br /> seconded by Mr. Coddington. <br /> bø~~ <br /> -- <br /> Emmie Craddock <br /> r-1ayor <br />
