<br />(c) The board may create ad-hoc subcommittees that also include other community <br />members to assist in the economic development efforts of the city, to work on specific <br />areas of economic development, or on specific economic development projects. <br /> <br />Sec. 2.370. General powers and duties. <br /> <br />(a) The economic development board will provide advice to the city council on economic <br />development matters and policies. <br /> <br />(b) The board will provide coordination and oversight for agreements between the city <br />and external organizations for economic development services as follows: <br /> <br />(1) The board will make recommendations to the city council on award, renewal, <br />and extension of economic development services agreements with external organizations. <br /> <br />(2) The board will oversee the implementation of programs, performance <br />measures, performance review plans, and budgets of external organizations under their <br />agreements with the city. <br /> <br />(3) The board will review periodic expenditure reports and invoices submitted by <br />external organizations under their agreements with the city. <br /> <br />(4) The board will have other responsibilities and authority as described III <br />agreements between the city and external organizations. <br /> <br />SECTION 2. Initial appointments of members of the Economic Development Board <br />(other than ex officio members) will decide their terms of office by drawing lots, with three <br />drawing terms of three years, three drawing terms of two years, and three drawing terms of one <br />year. Those drawing terms of office of one or two years will not have their initial term count as a <br />term of office under City Code Sec. 2.068. <br /> <br />SECTION 3. If any word, phrase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 4. All ordinances and resolution or parts of ordinances or resolutions III <br />conflict with this ordinance are repealed. <br /> <br />SECTION 5. The importance of this Ordinance creates an emergency and an imperative <br />public necessity, and the provisions of the Charter requiring that ordinances be presented at three <br />separate meetings, and that ordinances do not take effect until ten days after the date of final <br />passage are suspended, and this Ordinance will take effect upon publication of notice of its <br />adoption in a newspaper of general circulation within the City. <br /> <br />2 <br />
