For land in the Edwards Aquifer recharge or transItIon zones, <br />identification of all sensitive features and demarcation of all sensitive <br />feature protection zones for the property subject to the development <br />application; and <br /> <br />d. The contours of any land authorized for reclamation. <br /> <br />(e) Modification of Previously Approved Watershed Protection Plans. The property <br />owner shall submit a modified Watershed Protection Plan (Phase 1 and Phase 2, as <br />applicable) for approval where the following activities are proposed: <br /> <br />(1) Any change in the nature or character of the development from that covered <br />by the approved Watershed Protection Plan, or any change that would <br />significantly impact the ability of the approved plan to preserve water quality. <br /> <br />(2) Any development on land previously identified as undeveloped in the <br />approved Watershed Protection Plan. <br /> <br />Section 1.7.1.5 <br /> <br />Criteria for Approval <br /> <br />(a) The following criteria shall be used to determine whether the application for a <br />Watershed Protection Plan (Phase I and Phase 2, as applicable) shall be approved, <br />approved with conditions, or denied: <br /> <br />(1) Edwards Aquifer zones - factors. Where land subject to the plan lies in whole <br />or in part within the Edwards Aquifer recharge or transition zones: <br /> <br />a. Whether the Watershed Protection Plan is consistent with approved <br />legislative applications for the land subject to the plan; <br /> <br />b. Whether the Watershed Protection Plan meets the standards in Chapter <br />5, Article 1, Division 1, and the specific criteria in Chapter 5, Article <br />2; <br /> <br />c. Whether any proposed mitigation plan or enhanced geological <br />assessment offsets the impacts to water quality resulting from <br />increased development within a buffer zone; <br /> <br />d. Whether any proposed intensification of impervious cover for the area <br />beyond the limits allowed by right subject to the Watershed Protection <br />Plan is warranted; and <br /> <br />e. Whether the Watershed Protection Plan is consistent with proposed <br />clustering or development transfers outside the plan area. <br /> <br />(2) Other water quality zones - factors.
