<br />Chapter 1 Development Procedures - Article 5 Zoning Procedures <br /> <br />the Planning and Zoning Commission or Council elects to table the request, the <br />tabling shall specifically state the meeting date at which the request will reappear on <br />the Commission or Council agenda, and further notice in the newspaper, to the <br />property owner, and to surrounding property owners shall not be required. <br /> <br />(g) Consideration of Previously Denied Amendments. A request to change the zoning <br />district designation for a tract of land shall not be considered by the Planning and <br />Zoning Commission or the City Council within one year of the Council's decision to <br />deny the same requested change for all or any portion of the parcel unless the <br />Commission and Council each determine that there has been a substantial change in <br />conditions surrounding the parcel since the initial request, and agree to reconsider the <br />change by a three-fourths vote of the members present and voting. <br /> <br />Section 1.5.1.5 <br /> <br />Criteria for Approval <br /> <br />(a) In making a determination regarding a requested zoning change, the Planning and <br />Zoning Commission and the City Council may consider the following factors: <br /> <br />(1) Whether the proposed zoning map amendment implements the policies of the <br />adopted Master Plan, including the land use classification of the property on <br />the Future Land Use Map and any incorporated sector plan maps; <br /> <br />(2) Whether the proposed zoning map amendment is consistent with a <br />development agreement in effect; <br /> <br />(3) Whether the uses permitted by the proposed change in zoning district <br />classification and the standards applicable to such uses will be appropriate in <br />the immediate area of the land to be reclassified; <br /> <br />(4) Whether the proposed change is in accord with any existing or proposed plans <br />for providing public schools, streets, water supply, sanitary sewers, and other <br />public services and utilities to the area; and <br /> <br />(5) Any other factors which will substantially affect the public health, safety, <br />morals, or general welfare. <br /> <br />Division 2: Overlay Zoning District <br /> <br />Section 1.5.2.1 <br /> <br />Purposes and Effect <br /> <br />(a) Purpose.
