Mr. <br />Gonzalez asked Ms. Compton if they still had timing concerns with <br />Butler Manufacturing. She stated the building would have to be <br />built at their convenience and did not know if that would be over <br />a long period of time or if they would delay building until next <br />February. Harvey Matthews, who resides on Bishop Street, stated <br />he thought it would be dangerous for Scouts to walk or ride bicycles <br />down Bishop to a Scout Hut, although he had no objection to a hut in <br />his neighborhood. Tom Allen stated they had looked at other parkland <br />areas for the placement of the Scout House. Ms. Kissler stated most <br />kids would be driven to the Scout House. Mr. Matthews said there were <br />no walkways on Bishop Street. Mr. Farr stated Scouts could use other <br />streets to get to the Scout House and notgo the full route down Bishop. <br />Ms. Compton stated the location of the Scout House would not be conven- <br />ient to all using it anyway wherever it was located. Mr. Gonzalez re- <br />viewed some of the Scout Association's proposed responsibilities. Re- <br />garding the maintenance on the interior of the building, the Scouts <br />would maintain for nine months and the City for three months during <br />the summer. The Scouts could have their own phone which they keep <br />locked. Repairs of damages to the facility or surrounding area that <br />are due to scouting activities: the Scouts would be responsible for <br />nine months, the City for three months during the summer. He stated <br />when the City receives deposits for use of the building and lots of <br />maintenance is needed, it could be deferred to the Scouts. The City <br />would be responsible for yard work. Ms. Bishop stated the Scouts will <br />do some custodial in-house and yard work but City needs to provide the <br />heavy yard work such as mowing. Mr. Gonzalez stated the Council can <br />opt for a use fee for all other organizations than the Scouts. Item <br />4 regarding Scout preference for facility use will be a Council policy <br />decision. The term of years for an agreement between the City and <br />Scouts could be for twenty years. Ms. Compton stated she wanted the <br />City to agree to the longest period possible. Ms. Compton wants the <br />building to be named "Scout Association House". Ms. Lunelle Anderson <br />stated the building needed to have a more generic name since it was to <br />be a public building with a multi-purpose. The Parks Board stated they <br />would provide names for the Council's consideration. Ms. Ollie Giles <br />stated the City has plenty of meeting places and we should consider <br />letting this be the youth's building, and Mr. Gonzalez pointed out there <br />is a demand for meeting facilities in our City. Regarding the Scout <br />Association using the facility agreeing to indemnify the City against <br />any damage to the building and against liability for their negligence, <br />it was determined it is a legal question which would require more re- <br />search, and the Council inèicated they wanted indemnification for the <br />City in some way. Tom Allen wanted to know if the Scout Association <br />would receive credit for taking care of the interior. Ms. Compton <br />stated the Scouts would furnish the interior and that the Scouts will <br />replace normal wear and tear. Mr. Gonzalez stated the Staff will work <br />out a legal document, present it to the Scout Association for their <br />approval, then to the Parks Board for their approval and then will <br />schedule it for the Council. <br /> <br />The meeting adjourned at 8:04 de by Mr. Nicola and <br />seconded by Mr. Brown. * <br /> <br /> <br />tJkr- <br />~;r:r ~ / / <br />.
