<br /> 8 <br />Regular Meeting March 24, 1986 Page 5 <br />Mr. Guerra moved for approval of the Ordinance on first reading, and <br />Mr. Farr seconded the motion which passed unanimously. <br />Mayor Craddock introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, REPEALING SECTIONS 2-73 (d) (1) and (2) <br /> OF THE CODE OF ORDINANCES, ADOPTING NEW SECTIONS <br /> 2-73 (d)(1) and (2) OF THE SAN MARCOS CODE OF ORDINANCES <br /> TO PROVIDE FOR PRO SE REPRESENTATION OF COUNCIL MEM- <br /> BERS IN MUNICIPAL COURT, PROVIDING FOR A SPECIAL JUDGE, <br /> PROVIDING FOR PRO SE REPRESENTATION OF OTHERS BY ALL <br /> CITY OFFICERS AND EMPLOYEES; AND, DECLARING AN EF- <br /> FECTIVE DATE. <br />Mayor Craddock moved for approval of the Ordinance on first reading, and <br />Mr. Coddington seconded the motion. Mr. Coddington suggested that the <br />Charter and supporting Ordinances be reveiwed thoroughly, so City Council <br />Members and Staff Member I s rights not be abridged. The Council then voted <br />unanimously to approve the Ordinance on first reading. <br />Mayor Craddock moved for approval of an Ordinance on first reading, <br />the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, REPEALING PRESENT SECTION 4-1.3.a <br /> OF ARTICLE IV OF APPENDIX B, THE SAN MARCOS SIGN <br /> ORDINANCE, OF THE CODE OF ORDINANCES OF SAID CITY <br /> AND SUBSTITUTING THEREFOR A NEW SECTION 4-1.3.a; <br /> AND, DECLARING AN EFFECTIVE DATE. <br />Mr. Farr moved for approval of the Ordinance on first reading, and <br />Ms. Kissler seconded the motion which passed unanimously. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 21 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY REPEALING THE CURRENT SECTION <br /> 21-39 (COMPENSATION); ADDING A NEW SECTION 21-39 <br /> WHICH PROVIDES FOR NEW RATES FOR SPECIAL ASSIGNMENT <br /> SERVICES; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Brown moved for approval of the Ordinance on first reading and Mr. <br />Farr seconded the motion. Mr. Hankins stated that this Ordinance was <br />a reduction in fees. He said that businesses could not afford to pay the <br />high administrative costs, and were finding other means for special <br />services duties. Mr. Brown pointed out that some businesses might not <br />have enough time to allow for 14 days in advance. Mr. Hankins pointed <br />out that the special provisions section would cover this. Mr. Coddington <br />stated that he thought the businesses would pay for the special services <br />and that the original Ordinance did not have high fees. Mr. Nicola <br />concurred with Mr. Coddington. Mr. Nicola asked Police Chief Galchutt <br />what type of policing security would the men be required to do, and Mr. <br />Galchutt stated that their duties required would concur with the event <br />itself, not general policing. Mr. Galchutt stated that morale had been <br />down since there was a reduction in the special services assignments. <br />Mr. Coddington moved to table this item to an agenda in the near future <br />and Mr. Farr seconded the motion which passed unanimously. <br />
