<br /> 88 <br /> CONTRACT FOR ENGINEERING SERVICES <br />THIS CONTRACT, made and executed in duplicate this ~ day of March , <br />19JL6 by and between the City of San Marcos, Texas, hereinafter called the <br />City, party of the first part, and Black & Veatch, Engineers-Architects, of <br />Kansas City, Missouri, hereinafter called the Engineers, party of the <br />second part; <br />WITNESSETH: That in consideration of the mutual covenants herein con- <br />tained, the City hereby agrees to employ the Engineers to perform the <br />services hereinafter outlined in connection with the potential acquisition <br />by the City of the electric distribution system serving the City and <br />environs from the current owner, Lower Colorado River Authority (LCRA) and <br />agrees to pay them for such services according to the schedule of fees <br />herein contained. <br />SECTION I - SCOPE OF WORK <br />The services which the Engineers agree to perform are to consist of four <br />phases titled as follows and individually described hereinbelow: <br /> Phase I - Preliminary Feasibility Study <br /> Phase II - Negotiations Related to Purchase <br /> Phase III - City Approval of Purchase <br /> Phase IV - Financing of Purchase <br />It is recognized that the City plans to enter into a contract for con- <br />sulting services related to the same four phases of work with Fred Saffer <br />Utility Consultants, Inc. of Orlando, Florida, hereinafter called Saffer. <br />The intent of all parties, that is, the City, the Engineers, and Saffer, is <br />that the services of the Engineers and Saffer are to be of a cooperative <br />nature, complementing each other in assisting City consideration and accom- <br />plishment of the potential acquisition by the City of the electric distri- <br />bution system serving the City. <br />PHASE I - PRELIMINARY FEASIBILITY STUDY <br />1. Meet with City personnel to discuss policy and to gather recent back- <br /> ground information and material such as correspondence with LCRA. <br />2. Make a bri ef inspection of the electric distribution system and <br /> related general plant to develop a working knowledge of the current <br /> system and the condition of properties. <br />3. Meet with LCRA for purposes of data collection and to discuss and <br /> clarify details of the offer made to the City for the sale and opera- <br /> tion of the distribution system. Initial information to be acquired <br /> for at least the past three fiscal years includes: number of custo- <br /> mers served, sales and revenues by rate classes, detailed operating <br /> expenses, and routine and major construction expenditures. Collect <br /> information on construction and operating budgets, forecasts, and <br /> planning to the extent available. <br /> 1 <br />
