Brown <br /> Bill Coddington <br /> Gerald G. Farr <br /> Fred Guerra <br /> Betty Jane Kissler <br /> William C. Nicola <br /> City Manager A. C. Gonzalez <br /> City Secretary Janis K. Womack <br /> City Attorney Lamar W. Hankins <br /> Assistant City Manager Robert T. Herrera <br /> Director of Finance Betty Oliver <br />Also Present: Mike Wagner, Jane Wilson, Kevin Brown, Terry Colley, <br />Jack Lindstrom, .Herry FitzPatrick, Nina Pryatel, Jerry Gonzales, <br />Anna Farr, June Hankins, Nick Caruso, Joan Kennerley, Karen Brown <br />and others. <br />Mayor Younger called the meeting to order at 5:30 p.m. <br />Mayor Younger announced the Council would canvass the returns of the <br />Special Election held Anril 19, 1986. The Council then reviewed the <br />returns of the election from the Central Counting Station. <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COVNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RE- <br /> SULTS OF THE SPECIAL ELECTION HELD ON APRIL 19, 1986 <br /> FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, <br /> PLACE ONE; AND DECLARING AN EMERGENCY. <br />.Hr. Farr moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. Mr. Farr moved to amend the fifth para- <br />gra~h to insert the names of the Council Members who considered the <br />returns of the election: Bill Coddington, Gerald G. Farr, J. E. <br />Younger, Fred Guerra, Betty Jane Kissler and William C. Nicola, and <br />Nr. Guerra seconded the motion, which passed unanimously (Mr. Brown <br />was present at the meeting but did not consider the returns). Mr. <br />Farr moved SECTION 3A. be amended to reflect Karl Brown was duly <br />elected City Council Member, Place One, and Mayor Younger seconded <br />the motion, which passed unanimously. Mr. Guerra moved to attach <br />the tabulation of votes cast at the Anril 19, 1986 election as re- <br />ferred to in SECTION 2. and Ms. Kissler seconded the motion, ,.rhich <br />passed unanimously. The Council then voted unanimously for adoption <br />of the Ordinance. <br />.Hayor Younger then read into the record and issued the Certificate <br />of Election to Council Member, Place One, Karl Brown and the City <br />Secretary aè~inistered the Oath of Office. <br />Mayor Younger introduced for consideration the election of the !1ayor <br />Pro,..,Tempore. Mr. Farr moved to elect Betty Jane Kissler and Mr. Guerra <br />seconded the motion. Mayor Younger moved to elect Bill Coddington. <br />Mr. Coddington declined and stated his plans for the future were not <br />certain at this time. On roll call to elect Ms. Kissler as Mayor <br />Pro-Tempore, the following vote was recorded: <br />
