<br /> -2- <br /> SECTION 3. Definitions and Standards <br />All terminology used in this Ordinance and not defined <br />below shall be interpreted in conformance with <br />applicable American National Standards Institute (ANSI) <br />publications, including, but not limited to, ANSI <br />Sl.4-1971(R1976) and ANSI Sl.13-1971(R1976). For <br />purpose of the San Marcos Noise Ordinance: <br /> A. A-weighted Sound Pressure Level - The sound <br /> pressure level in decibels as measured with <br /> a sound level meter using the A-weighting <br /> network. The level so read shall be <br /> designated dBA. <br /> B. Ambient Sound Level - The sound level of the <br /> all-encompassing sound associated with a <br /> given environment, usually a composite of <br /> sounds from many sources. It is also the <br /> A-weighted sound pressure level exceeded <br /> ninety percent (90%) of the time based on a <br /> measurement period which shall not be less <br /> than ten minutes. <br /> C. Conspicuous - Readable by a person with <br /> 20/20 vision at a distance within ten (10) <br /> feet of it; posted at or within five (5) <br /> feet of each public entrance and not more <br /> than five ( 5) feet above the level of the <br /> ground, floor or other entrance threshold. <br /> D. Continuous Sound - Any sound which exists, <br /> essentially without interruption, for a <br /> period of ten minutes or more. <br /> E. Day-night Average Sound Level (Ldn) - The <br /> twenty-four (24) hour energy average of the <br /> A-weighted sound pressure level, with the <br /> levels during the period from 10:00 p.m. to <br /> 07:00 a.m. the following day increased by <br /> ten (10) dBA before averaging. <br /> F. Decibel - Logarithmic unit of measure used <br /> in describing the amplitude of sound; <br /> denoted as dB. <br /> G. Device - Any mechanism which is intended to <br /> produce, or which actually produces, noise <br /> when operated or handled. <br /> H. Emergency Vehicle - A motor vehicle used in <br /> response to a public calamity or to protect <br /> persons or property from an imminent <br /> exposure to danger. <br /> 1. Emergency Work - Work made necessary to <br /> restore property to a safe condition <br /> following a public calamity, or work <br /> required to protect persons or property from <br /> an imminent danger. <br /> J. Energy Equivalent Average Sound Level (L ) <br /> - The sound level corresponding to ~He <br /> average sound energy during a specified <br /> period of time. Its calculation involves <br /> the conversion of decibels (a logarithmic <br /> quantity) to corresponding intensities (a <br /> linear quantity), performing the averaging, <br /> and finally changing the average back to <br /> decibels. <br />
