<br /> 28 <br />THE STATE OF TEXAS § <br />COUNTY OF HAYS § <br />KNOW ALL PERSONS BY THESE PRESENTS: <br /> Interlocal Agreement Among the San Marcos Public <br />Library, the Seguin-Guadalupe County Public Library, the <br />Schertz Public Library, the Dittlinger Hemorial Library of <br />New Braunfels, and the Texas Lutheran College Library <br /> THIS INTERLOCAL AGREEMENT dated March 25, 1986 <br />is entered into by the San Marcos Public Library, the <br />Seguin-Guadalupe County Public Library, the Schertz Public <br />Library, the Dittlinger Memorial Library of New Braunfels, <br />and the Texas Lutheran College Library. <br /> The parties agree to enter into a cooperative library <br />consortium which shall serve the populations of Hays, Comal <br />and Guadalupe Counties. The purpose of the consortium is to <br />improve access to library materials and services within the <br />three-county area. The parties agree to accept the following <br />responsibilities: <br /> 1. to improve accessibility of area library <br />collections through the development of reciprocal borrowing <br />agreements, the publication of union catalogues, etc.; <br /> 2. to make optimum use of available library funding by <br />coordinating collection development efforts, sharing surplus <br />library materials, etc.; <br /> 3. to enhance the abilities of individual libraries to <br />serve their users by sharing information on policies, <br />procedures, problems, programs and other information of <br />professional interest; <br /> 4. to pursue grants and other funding which will <br />enable the member libraries to achieve these goals. <br /> By agreeing to join in the consortium none of the <br />parties is making a commitment of funds to the consortium. <br />None of the parties is relinquishing its right to establish <br />its own rules, regulations, and policies. <br />
