<br /> 71 <br /> Regular Meeting April 28, 1986 Page 2 <br /> Mayor Younger introduced for consideration an Ordinance on first reading, <br /> the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br /> SAN MARCOS, TEXAS, AMENDING CHAPTER 2 OF THE SAN <br /> MARCOS CODE OF ORDINANCES BY ADDING ARTICLE X <br /> ESTABLISHING A MAIN STREET ADVISORY BOARD, PRO- <br /> VIDING FOR ITS COMPOSITION, SETTING OUT ITS DUTIES; <br /> AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Guerra moved for approval of the Ordinance on first reading, and <br /> Ms. Kissler seconded the motion. Mr. Terry Colley, Mainstreet <br /> Director asked that the Council consider this Ordinance on emergency <br /> because the Board would need to review any and all applications for <br /> funding before being forwarded to the financial institutions. <br /> Mr. Farr moved to amend the Ordinance to be adopted on emergency and <br /> Ms. Kissler seconded the motion which passed unanimously. The Council <br /> then voted unanimously for adoption of the Ordinance on emergency. <br /> Mayor Younger introduced for consideration approval of appointments to <br /> the Main Street Advisory Board. Mr. Farr moved to appoint the following <br /> people and Mr. Brown seconded the motion which passed unanimously: <br /> Terry Serur, Jean Wachs, Mayor Younger or his designee, Judge Burnett or <br /> his designee, Jim Gandy or his designee, Jim Davis, Larry Murphree, Gwen <br /> Smith, Jeff Kester, Denny Thomas, Frances Stovall, Sue Cohen, Lunel1e <br /> Anderson, Jon Harris and Eugene Rios. <br /> Mayor Younger introduced a status report from A. C. Gonzalez regarding <br /> purchase of LCRA. Mr. Gonzalez stated that he has received the pre- <br /> liminary reports, and that LCRA is kept in good condition. He iden- <br /> tified some concerns; keeping the customers already established and <br /> on account (SWTSU), maintaining a contract with already existing <br /> employees, and the cost of purchasing LCRA. Mr. Gonzalez also stated <br /> that LCRA would not be able to function without the good employees al- <br /> ready employed at LCRA, and that he was in the third negotiating meeting <br /> this week. He said that the negotiations would probably be concluded <br /> on or before the July 1st deadline. <br /> Mayor Younger introduced for consideration adoption of an Ordinance <br /> on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAR- <br /> COS, TEXAS, ABANDONING AND VACATING A PORTION OF A FIF- <br /> TEEN FOOT (15') WIDE ALLEY IN THE W.A. THOMPSON'S ADDITION <br /> TO THE CITY OF SAN MARCOS, TEXAS AND AN ALLEY IN THE ROSE <br /> HILL ADDITION TO THE CITY OF SAN MARCOS, TEXAS; AUTHORIZING <br /> THE MAYOR OF SAID CITY TO EXECUTE A SPECIAL WARRANTY DEED; <br /> REFLECTING PAYMENT OF THE FAIR MARKET VALUE OF $915.00; <br /> PROVIDING FOR THE REVERSION OF FEE IN SAID LAND; AND DE- <br /> CLARING AN EMERGENCY. <br /> Mr. Coddington moved to table this item until the next Regular Meeting, <br /> and Mr. Nicola seconded the motion which passed unanimously. (Mr. <br /> Farr had stepped out at this time). <br /> Mayor Younger introduced for consideration of approval of two Ordinances <br /> on second reading and four Ordinances on third and final reading by <br /> consensus. Mr. Coddington moved for approval of the two Ordinances on <br /> second reading, and adoption of the four Ordinances on third and final <br /> reading, and Ms. Kissler seconded the motion which passed unanimously. <br /> The captions of these Ordinances read as follows: <br />
