Recommended the end of the Barbara Drive moratorium <br /> with a pubic/private partnership to improve <br /> infrastructure deficiencies through the "adverse impact <br /> process". (adopted) <br />2. Endorsed the first five year Capital Improvement <br /> Program which optimizes major public expenditures. <br /> (adopted) <br />3. Proposed a new Future Land Use Plan (map) for the <br /> northern quadrant of the city and its extraterritorial <br /> jurisdiction that is more environmentally sensitive and <br /> accurate than the previously adopted map. Caused the Sessom Drive sewer main project to be <br /> handled on an emergency basis, thus speeding the end of <br /> the moratorium and this source of river contamination. <br /> (moratorium under discussion at Council) <br />5.
