<br /> 69 <br /> RESOLUTION 1986-45R <br /> A REffiLUTION OF 'IRE CITY COUNCIL OF 'IRE CITY OF SAN <br /> MARCOS, TEXAS, APPROVING THE TERMS OF A PREAPPLICATION <br /> FDR FEDERAL ASSI STANCE 10 EXPAND 'IRE SAN MARCOS PUBLIC <br /> LIBRARY BY MEANS OF A LIBRARY SERVICES AND CONSTRUCTION <br /> ACT TI TLE II GRANT; AUTHORI ZING 'IRE MAYOR 10 EXECUTE <br /> SAID PRFAPPLlCATION ON BEHALF OF SAID CITY; AU'IRORI ZING <br /> 'IRE FILING OF AN APPLICATION IF APPROPRIATE AND <br /> DECLARING AN EFFECTIVE DATE. <br /> {>'ilHEREAS, the Ci ty of San ~larcos, Texas, may be eligible to <br />receive up to S200,OOO for library construction projects by applying <br />for a Library Services and Construction Act (LSCA) Title II grant; and, <br /> ~~EREAS, there currently exists a critical need to expand reader <br />space, shelving space and works1;)ace at the S3n Marcos Public Library; <br />and, <br /> \vHEREAS, the construction of a new 25,000 square foot central <br />library will allow the Library to meet recommended minimum space <br />standards for the population it serves; and, <br /> ~'JHERE,2\S, the Master Plan for San ~1arcos, Texas states as an <br />objective the expansion of the Library; and, <br /> \i'JHEREAS, in April, 1984 the San Marcos voters gave approval to <br />the City to issue $450,000 in general obligation bonds to expand <br />the library building; now, therefore, <br /> BE IT REffiLVED BY 'IHF'. CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: . <br /> PART 1. That the te~~, conditions and representations of the <br />Preapplication For Federal Assistance for funding in the amount of <br />S200,ODO by means of a Library Services and Construction Act Title II <br />grant for a project to construct a new 25,000 square foot library, <br />a copy of which Preapplication is attached hereto as Exhibit A and <br />incorporated herein for all purposes, are hereby approved. <br /> PART 2. That those assurances required by said Act, shown on the <br />attached Appendix A, which is incorporated herein for all purposes, <br />are hereby approved. <br /> PART 3. That the Mayor of the Ci ty of San Marcos, 'Texas, J. E. <br />Younger, is hereby authorized to execute said Preapplication for <br />Federal Assistance on behalf of said City. <br /> PART 4. That Stephanie Iangenkamp, Library Director for the City <br />of San Marcos, Texas, is hereby authorized to file said Preapplication <br />on behalf of said City and act as the official representative of the <br />said City in connection with said Preapplication and to provide such <br />additional information as may be required. <br /> PART 5. That Stephanie Iangenkarnp is hereby authorized to file an <br />application on behalf of the City and act as the official <br />representative of the City in connection with the application if <br />invi ted to do so by the Texas State Library and Archives Committee; <br />that the Mayor of the City of San Marcos, 'Texas, J. E. Younger, is <br />hereby authorized to execute said application (if one is invited) and <br />any other related documents that are necessary to secure said grant. <br /> PART 6.
