<br /> f. Access to Records, providing rights of access to the contractor's <br /> records. <br /> g. Evaluation of flood hazards in accordance with Executive Order <br /> Number 11988, and as required in 34 CFR 75.611. <br /> 2. Applicants must agree to comply with all labor standards and wage rates <br /> determined by the Secretary of Labor in accordance with the Davis-Bacon <br /> Act and with the provisions of the Contract Work Hours Standards Act (40 <br /> U.S.C. 327-332). <br /> 3. The subgrantee must have or obtain a full title or other interest in the <br /> site, including right of access, that is sufficient to insure the gran- <br /> tee's undisturbed use and possession of the facilities for over 20 years <br /> or the useful life of the facilities, whichever is larger. <br /> 4. To sign the construction contract in time to allow completion of the <br /> construction; receipt of all equipment and furnishings; final inspection <br /> and acceptance of the buildings before August 31, 1989. <br /> 5. To designate a local official to be responsible for fiscal matters <br /> relating to the construction project. <br /> 6. To maintain separate records for the construction project. <br /> 7. To engage the services of a registered, professional architect and a <br /> registered, professional engineer to prepare plans, specifications and <br /> estimates for the project. <br /> 8. To engage the services of the Library Building Consultant (i.e., <br /> librarian with a Master's Degree in Library Science from an ~l~ accre- <br /> dited library school who is experienced in public library building plan- <br /> ning) in the planning of the project. The consultant, in consultatio~ <br /> with the local building committee, librarian, and architect must prepare <br /> the written library program and be consulted in the preparation of the <br /> library floor plan layout and furniture/shelving/equipment/specifications <br /> and layout.
