<br /> 77 <br /> ORDINANCE 1986-36 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2 OF <br /> THE SAN MARCOS CODE OF ORDINANCES BY ADDING <br /> ARTICLE X ESTABLISHING A MAIN STREET ADVISORY <br /> 0" BOARD, PROVIDING FOR ITS COMPOSITION, SETTING <br /> N OUT ITS DUTIES; AND DECLARING AN EMERGENCY. <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> SECTION 1. That Article X of the San Marcos Code of <br /> Ordinances is adopted to read as follows: <br /> ARTICLE X. MAIN STREET ADVISORY BOARD <br /> Sec. 2-150. Composition: appointment of members. <br /> There is hereby established the Main Street Advisory <br /> Board. The board shall be composed of 15 citizens of <br /> the city of San Marcos appointed by the city council. <br /> Membership shall be widely representative of the <br /> community including but not limited to downtown business <br /> owners, downtown building owners, downtown association <br /> leaders, city officials, county officials, architects, <br /> chamber of commerce leaders, bankers, attorneys, <br /> historical group leaders, interested citizens, media <br /> representatives. <br /> Members shall be appointed to two-year staggered terms <br /> with the terms of eight of them expiring April 30 of <br /> odd-numbered years and the terms of seven expiring April <br /> 30 of even-numbered years. The length of term of the <br /> original board members shall be determined by the <br /> casting of lots and no member of the board shall have <br /> his or her term expire April 30, 1986. The members <br /> shall at their first meeting within 30 days of their <br /> appointment elect a chair, vice-chair and secretary. <br /> They may elect other officers and form committees as <br /> they may determine necessary for the proper performance <br /> of their duties. <br /> Sec. 2-151. Rules and regulations. <br /> The Main Street Advisory Board shall adopt rules <br /> and regulations as it deems best to govern its actions <br /> subject to the laws of the city and state. The board <br /> shall meet not less than once a month. A majority of <br /> the board shall constitute a quorum and the concurrence <br /> of a majority of those present shall be required for the <br /> determination of matters within its jurisdiction. <br /> Sec. 2-152. Activities. <br /> Main Street Advisory Board activities include: <br /> 1) Advising the Main Street Project Director. <br /> 2) Establishing goals and priorities for the Main <br /> Street Project. <br /> 3) Assessing the effectiveness of the Project. <br /> 4) Building support for the Project. <br /> 5) Reviewing and approving designs for <br /> low-interest loans and incentive grant <br /> projects. <br />
