<br /> 82 <br /> RESOLUTION 1986-46R <br /> A REffiIlJTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AD) PTI NG REXJUI REM ENTS FUR THE <br /> REIMBURSF1'1Ð'\IT OF COUNCIL ,;1ENBER' S EXPENSES v;JHICH ARE <br /> PROVIDED FUR IN SECTION 3.04 OF THE SAN MARCOS CHARTER <br /> AND DOCLARING AN EFFOCTIVE DATE. <br /> WHERFAS, the voters of the City of San Marcos on April 7, 1984, <br /> approved a Charter amendment which provides that each City Counc i1 <br /> Member may incur expenses for "their actual official City business" up <br /> to $3600.00 per year and the Mayor may incur such expenses up to <br /> $6,000.00 per year; and, <br /> ii>JHEREAS, the City Counc i1 desires to establish clear <br /> requirements for the reimburserrent to ccuncil members of expenses they <br /> have incurred while working on "official city business;" and, <br /> T'*IEREAS, a Cormnittee On Re imbursement Guidelines has prepared <br /> requirements based on the San Marcos City Charter, Section 3.04, the <br /> Internal Revenue Code, Section 274 and the practical suggestions made <br /> by committee members; now, therefore, <br /> BE IT REffiLVED BY THE CITY COUNCI L OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. That no funds for council member reimbursement of <br /> expenses incurred during the conduct of official city business shall be <br /> expended unless thp.re is a rip-scription in the request for reimbursement <br /> submitted to the City Secretary which clearly identifies the <br /> following: <br /> a. the amount of the expenditure; <br /> b. the time ann place of travel or meeting; <br /> c. the person or places contacted and the nature of the <br /> official ~usiness of the City engaged in by the COllncil <br /> meP1ber that clearly shows that the activity was within the <br /> authorized leqal responsibilities of the council member; <br /> d. the purpose of any travel outside the City (meetings, <br /> conventions, semlnars, etc.) and the infol111ation gained or <br /> the results of the travel; <br /> e. any long distance calls to be paid by the City must include <br /> the da te , time, person and/or business called, telephone <br /> number called and the purpose of the call; <br /> f. the names of persons or businesses to \~ich fees have been <br /> paid during any official business transaction, such as <br /> registration, consultation fees, memberships, etc; and, <br /> g. documentary evidence of the expenditure, such as receipts, <br /> paid bills, etc; and <br /> h. No spouse may attend conferences at City's expense. <br /> PART 2. That the City Secretary is responsible for the processing <br /> of claims for reinburseJ1'1P.nts from caInC il members. If the Cit\l <br /> _1 <br /> Secretary cannot determine that the request for reimbursement clearly <br /> lTIeets the requirements of Part 1 above, any items in question shall be <br /> submitted to the review of the entire Council for its determination <br /> of the matter prior to processing the request for reimbursement. <br /> PART 3. This Resolution shall be in effect frcm and after its <br /> œssage and it shall be signed by the Mayor of the Ci ty of San <br /> ,,1arcos, J.E.
